All I said is that they can test the nuclear bomb in a short time with the readily available fissile material and technology.

i think you have trouble with the language, here this is what you said "They can test their nukes with in a short time"
China, Russia, USA are nuclear powers and they still test their nukes from time to time. Japan however has zero nukes. I find it rather amusing and too premature to claim Japan can test nukes quickly when they aren't allowed to have nukes in the first place. Until then keep dreaming about the rise of Japan with nukes after Uncle Sam gives permission first that is.
