MANILA, Philippines—Japan has officially sealed a deal to supply radar to the Philippines, Tokyo’s first defense product export since the lifting of its decades-long self-imposed arms export ban in 2014.

Philippine Defense Secretary Delfin Lorenzana signed the contract and the notice to proceed for the air surveillance radar system acquisition project of the Philippine Air Force (PAF) last Aug.14 at Camp Aguinaldo, the Department of National Defense (DND) said in a statement on Friday (Aug. 28).

Mitsubishi Electric Corp. (Melco) will provide the air radar systems for a contract price of $103,500,000 in a government-to-government procurement deal.

The air radar systems will help detect, identify and correlate any threats and intrusions within the Philippine’s exclusive economic zone and deliver radar images to decision-makers and relevant operating units, the DND said.

The project now moves forward after the notice of award had been issued in March.

The significance of the deal is not lost on the DND. It said “this cooperation signifies Japan’s first time to export Japanese-made defense equipment under a restructured government policy, permitting sales of defense equipment, as long as it is deemed for the promotion of international peace.”

In 2014, Japan eased the prohibition on military exports for the first time in almost 50 years after putting these in place following its defeat in World War 2.

The deal also marks the first defense equipment and technology cooperation project between the two countries, which puts flesh to the 2016 agreement between the Philippines and Japan on transfer of defense equipment and technology.

The defense package included three fixed long-range air surveillance radars, each with building facilities and one mobile air surveillance radar, which are expected to be delivered to the Philippines starting in 2022.

Installation is recommended in areas which cover large parts of Philippine Rise, southern parts of the country and southern portion of the West Philippine Sea, the DND said.

“Operations from these strategically vital locations will enable the Philippine Air Force to provide optimal airspace monitoring, aircraft control,” the DND said. Through the radars, the PAF could also “perform its air defense mission and enhance the security in areas of interest identified by the DND,” it added.

It's been learned on August 22nd that the UAE expressed interest in the C-2 and made a request to check how well the C-2 can land and take off of unpaved land. During the development of the C-2, criteria for ability to land and take-off from unpaved land was removed in order to reduce cost. However, the Japanese government agreed to conduct a test in take off and landing from unpaved land in October as part of an effort to export the C-2 to the UAE. The UAE requires tactical flexibility where battle lines may change. While the EU's A-400 was developed with the feature to take off and land from unpaved lands, the C-2 is faster. The C-2 is the successor to the C-1 and has about 4 times the range and 3 times the payload of the C-1. It's development was completed in 2016. Currently 11 are in service. In March, the C-2 has conducted on ground movement on an unpaved runway of gravel stone and dirt in Gifu and found no problems. The take off and landing test in October will occur on the same unpaved road. Data will be collected on safety, vibration on the landing gear, degree of suction of rock and dirt into the engines, and impact on the unpaved road. UAE officials are planned to be invited.

政府が航空自衛隊の最新輸送機Ｃ２のアラブ首長国連邦（ＵＡＥ）への輸出に向け、１０月に初めて未舗装地で離着陸試験を行うことが２２日、分かった。Ｃ２は未舗装地での離着陸を想定してこなかったが、ＵＡＥが離着陸できるか確認を求めてきたためだ。ＵＡＥへの輸出は欧州エアバス社製と一騎打ちで、政府は受注に向けた最終審査と位置づけ、試験に臨む。

　平成２６年の防衛装備移転三原則の策定で装備輸出に道を開いて以降、国産装備の初の完成品輸出として旧式のレーダーをフィリピンに輸出する手続きを進めているが、Ｃ２の輸出が実現すれば最新装備として初めての輸出となる。

　Ｃ２はＣ１輸送機の後継機として２８年度に開発を完了し、空自は１１機を配備。Ｃ１に比べ航続距離は約４倍、搭載重量は約３倍で有事や国際平和協力活動でより多くの隊員や装備を遠方に運ぶことができる。

　Ｃ２は高い高度を飛んで空気抵抗を減らし、所要時間を短縮して燃費も向上させることを主眼に開発。開発経費と機体価格を抑えるためＣ１やＣ１３０輸送機と異なり、アスファルトなどで舗装していない路面で離着陸する「不整地離着陸機能」は開発段階で要求する性能から除外していた。

　輸出交渉が大詰めを迎える中、ＵＡＥは軍事作戦で柔軟に前線へ輸送機を展開できるよう、表面が土などの未舗装地でのＣ２の離着陸能力を確認したいと要請してきた。防衛省外局の防衛装備庁は脚部の強度などのデータ分析により未舗装地でも一定の離着陸能力は見込めると判断した。

　同庁は今年３月、岐阜基地にある土や砕石が混ざった未舗装滑走路でＣ２の地上走行試験を実施し、問題はなかった。同じ滑走路で行う１０月の離着陸試験では（１）安全性（２）脚部への影響（３）土や石のエンジンへの吸い込みの程度（４）路面に与える影響－を検証し、ＵＡＥ政府当局者らも招く予定だ。


　エアバス社のＡ４００ＭとＣ２は価格が２００億円以上で搭載量は同程度だが、速度はＣ２が勝る。Ａ４００Ｍは不整地離着陸機能を有しているとされる。

How? Japan's GDP is just one third of China's now and will be even smaller in the future, how can they match China's military budget when China's GDP is posing to be the world number one in a few years?

you think war is only about budget? Japan still retains military technologies, strategies, methods that China either doesnt have, or is just getting. "dont judget a book by its cover" - I think Japan is a perfect example of this.

I am not saying that Japan is as strong as China's military today, but what im saying is that we should be too surprised if China isnt as easily able to militarily "suppress" Japan in the near future.

BUt in my guts, i think Japan military is very wary of CHina, because its similar to how it is fighting US- even if US/China wont win, they will probably destroy your entire country beefore they exit, simply because they can.

Everyone knows that Japan is third in world naval power ... although it was second not so long ago.

This is false and this is exacly what im trying to tel you all - Japan's actual military capabilities are not as weak as they look. SOme of Japan's boats and aircraft are HIGHLy advanced, even more so than US in some cases(afterall, Japan leads US in robotics and some tech such as HSR).
