India would be probably more inrested on buying Japanese tech what can be integrated into Indian own systems.

Engines, optics, seeker technology, materials, etc.

Very very low probability to happen since India will force Japan to give them TOT which is very unlikely to happen by seeing Japan behavior history regarding to TOT with non Western countries even in civilian industry sector.

We missed opportunities with many countries including South Africa, Serbia, Brazil and Russia.

With Russia and the geo-realignment happening now, Pakistan has a good chance to forge a relationship. But, with the precarious situation, you are in I don't see that happening. You need forex now and IMF's bailout. Western countries have immense clout in IMF much more than Russia & China. Your best bet would be to keep siding with Uncle Sam till kingdom come and hope for the removal of FATF greylisting.

I am sorry to say your rulers have messed up big time.

Ours are also trying but somehow we have made some progress.
