China will only be very happy if Vietnamese are willing to buy Japanese products. Japan considers Vietnam as good communist while China as bad communist.
Japan reworks the constitutions. Voila, Japan can now sell planes, submarines, destroyers to Vietnam.

You should have read how the US and Soviet Union got together to break up Britain and France? Or you can learn about World War I, World War II.
