Japan eyes naval exercises with Philippines

MANILA - The commander of the Japan Maritime Self-Defense Force arrived in the Philippines on Monday for a four-day visit that includes meetings with defense and military officials, and a scheduled tour at a military camp close to the South China Sea, officials said Tuesday.

Lt. Col. Harold Cabunoc, public affairs officer of the Philippine military, said Adm. Tomohisa Takei first met with Lt. Gen. Virgilio Doming, deputy chief of staff of the Armed Forces of the Philippines, on Tuesday morning and they "discussed concerns on maritime domain awareness and challenges" in the South China Sea.

Like the Philippines on the South China Sea, Japan is embroiled in territorial disputes with China over the Senkaku Islands in the East China Sea.

"They also expressed mutual interests in conducting bilateral naval exercises and disaster response operations in the future," Cabunoc said.

Takei later met with Philippine Defense Undersecretary Honorio Azcueta and with Philippine Navy chief Vice Adm. Jesus Millan.

According to Millan, Takei's visit is aimed at exploring "possible navy-to-navy interactions under the framework of the new memorandum on defense cooperation and exchanges between" the defense ministries of the Philippines and Japan signed in late January.

"What we discussed are more on future interactions to develop our capacity and capability, more on training, ship visits and technical assistance or consultations," Millan said.

They also tackled their participation in the Western Pacific Naval Symposium that the Philippine Navy will host in April 2015 in Manila, as well as their promotion of cooperation in maritime security using the Code for Unplanned Encounters at Sea.

Millan said he also thanked Takei for the help and prompt assistance of the Japan Self-Defense Forces to the Philippines after it was struck by super typhoon Haiyan in November 2013.

On Wednesday, Takei is scheduled to visit Philippine military camps on the central Philippine island of Palawan close to the South China Sea, where a number of reefs, atolls, shoals and islets are hotly contested by the Philippines and China, as well as Taiwan, Brunei, Malaysia and Vietnam.

Sources said Takei will go to the Armed Forces Western Command in the island's Puerto Princesa City, the Philippine Naval Forces Western Command in Ulugan Bay facing the South China Sea, and nearby Oyster Bay where another Navy facility is being developed.

Takei will end his Philippine visit on Thursday.

Japan is one of two strategic partners of the Philippines. The other is the United States.

BTW how strong is pinoy navy anyway?

Yes we are but in side note since we are more on internal than external security bangladesh can win aganist us in 3 weeks with just 5 ships and 1 squadron of frigthers and 1 armored division why well we have older ships from WW2 (majority) and the lastes from early 90s with no missiles and limited CIWS and Naval support roles and no air force in fact our airforce is just an army air corp majority transports aircraft and fix wings aricraft and half a squadron of S211 trainers and retrofited armed versions and majority helicopters we lost our fighters in 2005 and never replace them since until now the FA50 which will be delieved in 2 stages one this 2015 the rest will be done in 2018 and we have limited anti tank weapons our newest anti tank weapon is from the vietnam era the armburst and the law and lots WW2 recoilless rifles and our armor is a armored cavalry yes its its jsut one division for the whole country is made of new and majority old armed vechicles from again vietnam and early 90s and from V150s to M311 to Simbas to Bravia Chaimite which is a protugese V150 to ACV300 which or most modern and lastest models but only in few numbers the rest are refurbish items and we still modernizing many old equipments so ya if bangladesh will go to war the Philippines we would lost in few months if the fight conventional but currrently we modernizing our equipments and items are slowly being refurbish and upgraded like our V150s are getting new systems for their main guns like new fire control systems and remote weapons systems and new guns new bought M4s new artillary guns from Isarel and soon missiles for landbase and ship base missiles but we have only 1 US billion for modernization and we have to modernized all of the major service branchs (Army, Navy, Airforce) with that 1 US billion per year plus the special forces so not easy fit majority of our funds goes to other things like debt and projects to boost the economy so the military has make due of what is given i just wish they did it sooner thought.

Anyway its good that Japan is conducting this naval activities with the Philippines because it will be super benificial for us to see and learn new systems and familiuraztion goes it would help fill the gap that we lack its been working with us and the Americans are evidence of this relationship which what we been doing since so adding other allied countries will give a far advantage over the chinese imperialist from training by taping from the experince of other nations to technologies we are not familiar with and soon technology transfers which the chinese do not have with some of its so called allies.

Philippines has been weaken but we are not out yet now that our economy is picking up and we start moderinzing yet may be slow march but still we get there.

Your talking in conventional sense. Most armies will bleed if faced with an unconventional force. It has been seen twice, with the US on the receiving end; when the other side loses morale, they are will not be able to win any more battles.

Well we are acquiring ships though most are second-hand but with Japan, we could possibly build our own ships with their help.

Possibly positive although when it comes to claims, I can't be sure but I hope it could be settled in a way how we settled the recent water boundary with Indonesia.

Opo yan nga kung conventional yes in sense but of course change tactics is needed of course in any war if it does not favor the stituation normal lang yun but this a hypopetical senario and an example of our sorry state so going back for unconventional maybe few years if the bangladeshes will persue or end things with a negotiation after a cesefire but whatever you look at it if we dont modernized even bangladesh can win aganist us.

Note: to the bangladeshes members here am sorry for using your country i mean no offense to your country and to you guys whatsoever just using your country as example to this scenario so sorry again guys if i deeply offended you guys but hey at less you know you guys can kick our @$$es in our sorry state for now but we are modernizing anyhow am sorry again.

Sorry man i was just making an example of our sorry state sorry dude i know you guys are going well having problems like floods etc but still good am just saying even you guys the a country with more problems in terms of economics and stituationals etc sorry man again not trying to offend you but still if you guys fight us right now you can win in conventional war with the Philippines in matter of weeks if you fight us conventionally since we are in sorry state but again fictional for one you have no yet a blue water capabilities yet and we simply to far from each other so that too sorry again man.


Let me add to that if kabayan Cossack would not mind sorry kabayan ha saling pusa muna:cheers: ako any how we are adding Japan in list of potencial source of surpluss military items but nothing is final as of yet and we are starting to buy new items now but still most upgrading old equipment again limited budget for the whole military so ya still going slow in case of vietnam we have no problems with them i mean they more concern with china since they share border with them and chinese imperialist are more agressive to them and they too want to keep ASEAN at less for now as it is now inter ASEAN fighting would weaken it to point of collaps is not good for the region in terms of economy so its best for every member state to keep it mellow but if ask me i could not careless about ASEAN but thats a different story anyhow that just it sorry kabayan ha

The Philippines is proceeding as planned in developing a modern navy fit for the 21st century. In just under a span of 4 years they have already acquired 2 Hamilton Class Frigates (former US Coast Guard), and have retrofitted it with maritime patrol capabilities with the potential for further offensive upgrades. They have purchased and more MPAC vessels from Sweden, again , this is indispensable for maritime patrol and anti-piracy activities for their vast maritime domain.

They've purchased 12 units of KAI T-50 Golden Eagles from South Korea, which will serve as their primary light multirole aircraft (with comparable abilities to earlier designs of F-16s). This will give them the ability to take command of their air as well as enable them to react to any air threats within Philippine domain (air, ground, naval). This is going to be the bulwark of their planned acquisition of more fighters --- which i have read may include either F-16s, Jas Gripens.

Aside from offensive capabilities, the Philippines is also building and refitting their ground forces with necessary equipment, kevlar vests/helmets, new rifles, rounds, artillery pieces, transport planes, transport helis --- all necessary maintenance grids. In addition, they're expanding their radar / sonar surveillance facilities throughout their vast archipelago , which will give a better situational awareness for the Armed Forces of the Philippines. They've also upgraded and are upgrading their naval bases, army bases and expanding air force bases.

The Philippines is a responsible power. Aside from necessary structural reforms to increase efficiency in governance, they've had a mature and stable foreign policy throughout the life of the Philippine Republic since independence. They've contributed to the Korean War , to the Vietnam War, but have largely limited themselves from any regional conflict and have remained non-interventionalist. The PHilippines is developing a strong defense cooperation with Indonesia, besides with the United States and Japan.

I predict a stable and successful modernization for our Filipino allies in the next 5 to 10 years. Japan has ever been behind the Philippines and will stand by her through any and all issues. And this strategic fraternity will remain indefinitely.
