Well one problem with our government is it can be compared to a circus - few of our politicians are too old while some came from showbiz industry and one particular government officials spends more time on the ring than in the office.

Our election is a joke, for just PHP 500 (around RMB 72, USD 12, JPY 1000 or VND 243,089), the voters, specifically the very poor can be swayed.

This is , indeed, something that is serious. At least you guys are able to realize this and acknowledge it instead of denying it. That is always the first step to a problems-based solution. :)

Well those who are aware of the election issues know but sadly the rest don't care about it.

Anyways, as for the topic, I just hope that we will also learn new skills from the Japanese as our navy have been in shambles for many decades.

We don't because we know how it is like to develop from nothing. Japan, after WWII, was completely destroyed. We had to rebuild everything from scratch. So we know the plight of developing nations.
 
Friend, you need to focus on your economic pillars that can boost your naval capabilities in turn. Start with specializing in niche industries that can bring business back into Philippines and therefore increase your economic profile.

In terms of immediate defence, you guys should adopt a strategy that Vietnam has used so far; small but ruthless defence.

Have more of simple missile boats in large numbers that are armed to teeth and can damage ships in numbers. These are cheap to operate and maintain and provide a strong defence. In terms of aerial defence, you need to upgrade your air force radically.

Since your focus will be coastal and territorial defence, you guys should consider gunships rather than fixed wing fighters for now, or at the max something like EMB-314 Super Tucano, a proven platform against ground attacks. These are prop aircraft but can provide strong defence.

Rather than going for tanks, go for agile IFVs and APCs. To further make your job easier, you need to enhance your dependence on cheaper missiles in numbers, which will further save you $$ which would otherwise go in maintaining a heavy tactical platform arsenal.

Already did we are one of the most growing economies but even thats said we still have alot of things to do
