They are voluntarily giving arrest to protest the human rights violations by the govt. The police are actually refusing to take a lot of people in, it would seem. Since the govt probably hasn't come up with a strategy yet.

why cant you ask your pmln to leave govt if they cant run it rather damage pakistan
