Plasma tech.

You need to remember two things, rate of generation over rate of dissipation as the plane flies at various speeds.

At no time were the Russians able to maintain the required ratio at all speeds in the flight envelope. Their conclusion was that it is a suitable tech for high level, low speed stealth drones of the larger variety, but not for high performance fighter jets.

I'd be very surprised if any other nation can do better than the russians in that area.
