Can someone explain to me why the no-carriers policy regarding the Japanese self defense navy is still a political impasse. Isn't it widely regarded at this point that they will be fitted to deploy F-35s in the near future, at which point they are de facto aircraft carriers anyway?

It's not a carrier unless it's classified as such. These days lots of warships can carry multiple aircraft, this does not automatically make them aircraft carriers.
