The Union Home Minister Shri Rajnath Singh attended the 56th Raising Day Parade of Indo-Tibetan Border Police (ITBP) at 39th Bn, ITBP, Lakhnawali Camp, Surajpur, Greater Noida today. The Minister of State for Culture (I/C) and Environment, Forest & Climate Change, Dr. Mahesh Sharma, DG, ITBP Shri R K Pachnanda and senior officers were also present on the occasion. Shri Rajnath Singh took the salute and inspected the Raising Day Parade. Led by Mahila contingent, Commando, Skiing, Mountaineering, Anti-Naxal Operation, paratroopers, mounted column, and different frontier contingents, the parade showcased all aspects of the Force. Recently inducted Snow Scooters, different types of All Terrain Vehicles and high end SUVs, Pol Net etc were included in the march past for the first time.

Speaking on the occasion, the Union Home Minister said that the ITBP jawans have made supreme sacrifices while protecting the border in difficult circumstances at altitudes ranging from 9,000 feet to 18,000 feet. He said that ITBP not only protects Indo-China Border, but also plays responsible role in country’s internal security. The ITBP jawans are deployed in North East and Left Wing Extremism affected areas also, he added.

Shri Rajnath Singh said that he has himself visited the BoPs at Indo-China Border and seen how the ITBP jawans perform their dutiues in difficult situations and low temperatures of -40 degree Celsius and scarcity of oxygen. He said that he has recently visited the BoPs of Rimkhim, Mana and Lapthal in Uttarakhand and experienced the lives of ITBP jawans deployed there. He further said that the Ministry for Home Affairs has received a proposal for 50 new BoPs and it will be considered.

The Home Minister said that a ‘model BoP’ is being made at Ladakh with the purpose to maintain a uniform 20 degree Celsius temperature inside the BoP. After this, the model BoPs will be replicated in other parts also, he added. Speaking on the difficulties faced by ITBP personnel in snow bound areas, he said that the facility of snow scooters is being given to the jawans in these areas for patrolling and this facility will be given in other areas also. Shri Rajnath Singh said that the upgradation work has also started in 35 BoPs.

Speaking on the connectivity issues in these areas and the costs involved, he said that on the occasion of Diwali, the soldiers were given a gift in this regard and the call charges of Rs.6.50/- per minute have been reduced to Re.1/- per minute. He also said that the soldiers posted above the height of 11,000 feet are provided with Light Weight Special Clothing. In this regard, he said that same will soon be implemented for the soldiers posted above 9,000 feet and mountaineering equipment will also be provided to them. He also appreciated DG, ITBP for making the recruitment process in ITBP transparent. The Home Minister also said that Chinese language training will be imparted to the soldiers posted on China border during their basic training.

Shri Rajnath Singh appealed to the officers to adopt family of one martyr each and take their responsibility. He said that ‘Bharat Ke Veer’ portal has been launched to help the families of martyrs and an effort is being made to provide financial assistance of a minimum of Rupees one crore to the family of the martyr. He also said out of this fund, help should also be provided to the soldiers who have suffered disability in line of duty.

On this occasion, 06 personnel were conferred with President’s Police Medal for Distinguished Service while 26 personnel were conferred with Police Medal for Meritorious Service.

In the special medal category for serving animals of the Force, Horse ‘Black Beauty’ from Basic Training Centre, Bhanu and Dog ‘Machhli’, from 29th Battalion deployed in Anti-Naxal Operations in Chhattisgarh were conferred with Best Horse and Best Canine Medals by the Home Minister. 38th Battalion was adjudged as ‘Best non-border Battalion’ whereas 1st Battalion as ‘Overall Best Battalion’ for the year 2017 and presented with trophies.

Different demonstrations were presented after the Parade. Demonstration by ‘Janbaaz’ motor cyclists and Silent Drill with weapons by Mahila personnel were introduced for the first time by the ITBP. Demonstration on Yoga and House Clearing Drill were also included in the demonstrations.

Raised in 1962, the ITBP guards 3488 KMs long borders in the Himalayas on the BOPs at altitudes ranging from 9K to 18.7 K ft. Apart from border guarding, the Force is also deployed for Anti-Naxal Operations and other Internal Security duties.

Having successfully completed record 208 mountaineering expeditions in India and abroad, the Force has recently successfully scaled “Mt. Dhaulagiri 1” and “Gangotri-III” peaks.

The government is considering building 50 more ITBP posts along the India-China border and using technology to ensure a round-the-year temperature of 20 degrees Celsius in all its high-altitude bases, Home Minister Rajnath Singh said on Tuesday.

Addressing jawans and officers of the Indo-Tibetan Border Police (ITBP) during its 56th Raising Day celebrations here, Singh announced a slew of measures to bolster its capabilities.

These include construction of 25 border roads in Arunachal Pradesh, Uttarakhand and Himachal Pradesh, special lightweight winter clothing for troops deployed above 9,000 feet and an enhanced fleet of snow scooters to patrol the high-altitude areas of the 3,488-km-long Sino-Indian frontier.

"We are committed to enhancing your operational and infrastructure capabilities. Recently, we got a proposal to build 50 new border posts for the force and we are working on it," the home minister said.

There are 176 border posts along the India-China border at present.

He said the government is considering using technology to ensure a temperature of at least 20 degrees Celsius is maintained in all high-altitude ITBP posts that bear the brunt of snow blizzards and sub-zero climate.

A senior officer said the move is aimed at ensuring that forward border posts are not abandoned during extreme snow and cold.

"We have created a model border post in Ladakh where a temperature of 20 degrees Celsius can be maintained. We will create more such BoPs in Sikkim and the eastern sector of this border," he said.

Singh said he was not satisfied with housing and infrastructure facilities available with the 1962-raised force and he was "seriously" working to improve these areas.

The minister said 35 old border posts of the force in very high-altitude areas are being upgraded as "composite" units.

"We are working to enhance road, mobile and satellite connectivity in the border areas for the ITBP," he said.

The minister asked ITBP troops to ensure and build good relations with border dwellers as they are "strategic assets" of the country and important stakeholders in keeping the borders safe.

Keeping in mind the frequent face-offs between the Indian and Chinese troops, ITBP personnel are now learning Chinese during their basic training, he said.

Lauding the force, Singh asked ITBP officers to take responsibility for at least one family of personnel killed in the line of duty.

The ministry is also working to help jawans who have suffered 50% disability during operations through the 'Bharat Ke Veer' benevolent fund, he said.

ITBP Director-General R K Pachnanda said the force has been nominated as the "nodal agency" for obtaining and channelising satellite communication for all border-guarding forces in the country.

He said the home ministry has also approved the ITBP's proposal to hire helicopters for high-altitude border posts.

The paramilitary was also enhancing its intelligence setup, he added.

Twenty years after its tableau rolled down the Rajpath, the ITBP will return with its float in the Republic Day parade showing troops patrolling the China border on their newly-inducted snow scooters.

The Indo-Tibetan Border Police (ITBP) is the only one among the multiple paramilitary and border guarding forces that will have a tableau in the parade.

Armed troops riding snow scooters, provided by the government to the ITBP last year as part of modernising the force, troops patrolling on foot and snow bunkers of the ITBP personnel deployed in the icy heights of the frontier have been showcased on the float.

It will also be accompanied by a small marching contingent of personnel wearing winter clothing. The personnel will also be shown negotiating dangerous hilly crevasses and treacherous ice slopes.

“The tableau will showcase high-altitude Himalayan borders, snow terrain, achievements in mountaineering, river rafting and adventure sports, latest clothing equipment among others,” an ITBP spokesperson said.

The float will roll down the Rajpath with the tune of the force song Hum Sarhad Ke Senani, in the vocals of singer Sonu Nigam.

The last time the tableau of the ITBP featured in the parade was in 1998.

That float was about mountaineering and adventure sports only but this time the ITBP tableau will showcase arms, equipments and regular duties rendered by the force in safeguarding the border which has seen a number of standoffs between the Indian and Chinese forces recently.

“The hard life of the ITBP jawans is also depicted through the tableau,” a senior official said.

The mountain-warfare trained force has conducted a record 208 mountaineering expeditions over the years as part of its skill training.

The ITBP, under the command of the Union home ministry, is deployed from the Karakarom Pass in Jammu and Kashmir to Jechap La in Arunachal Pradesh to guard the 3,488-km long Line of Actual Control (LAC) across five states. Its border posts are located at altitudes ranging from 3,000-19,000 feet.

School children from Kondagaon district of Chhattisgarh, call on Union Home Minister

A group of school children from Kondagaon district of Chhattisgarh, called on the Union Home Minister Shri Rajnath Singh here today. Under the Ministry of Home Affairs (MHA) Civic Action Program (CAP), Indo-Tibetan Border Police (ITBP) organised an excursion tour for these schoolchildren from Chhattisgarh, who won various medals in State level sport competitions like Archery, Judo, Hockey etc and these students have been trained by ITBP. The tour started on 29th January and will terminate on 2nd February, 2018.

The team members shared their experience with the Union Home Minister. Shri Rajnath Singh interacted with the group members and presented certificates to them. Shri R K Pachnanda, DG ITBP was also present.

The 21-member team consisting of 20 students and 01 teacher from Kondagoan (Chhattisgarh) visited various historical places of New Delhi.

This was the seventh such tour organised by ITBP during this financial year for the schoolchildren of border villages/remote areas.

The Indo-Tibetan Border Police (ITBP) force has initiated the process of procuring all-terrain non-amphibious vehicles that will enhance navigation and deployment capabilities of the paramilitary troopers posted at the sensitive India-China border, according to senior home ministry officials.

The procurement is initiated keeping in mind the rugged terrain of the Himalayan border that India shares with China and other countries on its eastern front.

A senior ITBP official said the procurement of the all-terrain vehicle would be considered subject to successful field trial of the same in the areas of deployment of the paramilitary force.

The paramilitary force has put out expression of interest inviting comments of vendors and possible manufacturers to ensure market availability of the all terrain vehicle.

The all-terrain vehicles will be required to operate at temperatures as low as minus 20 degrees centigrade and as high as 45 degrees. The altitude range required is 15,000 ft and above.

As of now the ITBP relies on sport-utility vehicle, also known as SUV, and foot patrolling to scale mountainous tracks of the 3488 km-long India-China border that runs along Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh.

Troops of both the countries were engaged in military standoff last year as China attempted to extend a road on the Doklam Plateau at the India-China-Bhutan tri-junction.

“Hills and mountains with a 45 to 75 degree slope, hard and soft snow, rocky surfaces, lose boulders or screes and extreme temperatures are some of the challenges that our troops face on daily basis. It is important for the ITBP to operate smoothly in a hostile terrain and a vehicle with 24X7 mobility is a must. The deployment of the vehicle will certainly improve effective vigil on the borders,” the officer said.

According to the qualitative requirements framed by the ITBP, the vehicle required should be weighing 4800 kilograms, should accommodate a minimum of seven soldiers with their luggage and arms and ammunition.

The most important feature, however, is the vehicle should scale mountains with a 30 degree front slope and a 17 degree side slope.

A senior home ministry official said the decision is part of the modernisation of police forces scheme that received a further push when home secretary Rajiv Gauba delegated purchasing powers to director generals of paramilitary forces.

“Power to purchase vehicles or any other equipment had been delegated to DGs in order to fast track the procurement and the decision has begun to show its effects. The all terrain vehicle is an extremely important means of travel in rugged border terrains and procuring the same at the earliest will help the paramilitary forces greatly,” said the official.

Amid continued volatility along the China-Indian border, the authorisation of heavy weapons in Indo-Tibetan Border Police (ITBP) Force battalions has been cut by over 30 per cent.

Every ITBP service battalion includes a support company that operates 81 mm mortars and medium machineguns (MMGs) to provide heavy fire support to forward elements in face of heavy odd during outbreak of hostilities.

The authorisation of mortars has been reduced from 12 to eight while the number of authorised MMGs has come down from 18 to 12, according to orders issued by the ITBP Directorate General last week.

The decrease in the number of heavy weapons is part of the overall force restructure and rationalisation of equipment and personnel deployment that also involves reducing the manpower in service battalions. At present, an ITBP battalion comprises nearly 1,000 personnel.

The orders, while listing out the new manpower structure of a support company and the number of authorised officers, subordinate officers and jawans in mortar and MMGs platoons and detachments, state that the force headquarters is sending the proposal to the Ministry of Home Affairs with cadre review for readjustment of the surplus strength in support company resulting from reduction of weapon holdings.

The ITBP, with force strength of 56 battalions, is responsible for the peace time management of the Himalayan border with China covering 3,488 km in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh. The border remains volatile with frequent Chinese transgressions and force build up on either side.


There has been a significant increase in the number of Chinese transgressions into the Indian territory as well as face-offs between troops of both sides. Doklam in the Sikkim sector and Demchok in the Ladakh sector are notable recent examples.

According to some reports, there were 415 transgressions by the Chinese soldiers in 2017 as compared to 271 in 2016, while the number of confrontations went up to 216 in 2017 from 146 in 2016. Demchok, Chumar, Pangong Tso, Spanggur, Kaurik and Barahoti in the western theatre and Namkha Chu, Sumdorong Chu, Asaphila and Dibang Valley in the north-east are among prominent hotspots.

When it comes to the security of the country's borders, the Indo-Tibetan Border Police (ITBP) wants to leave no stone unturned and has now geared up to even break the language barrier with their Chinese counterparts.

With this aim, around 25 jawans and officials of the ITBP will take up a one-year certificate course in the Chinese language at the Sanchi University of Buddhist-Indic Studies in Madhya Pradesh's Raisen district.

The university's registrar, Rajesh Gupta, feels the step would be helpful for the ITBP, which has to deal with the Chinese-speaking people along the Sino-India border.

Two ITBP inspectors and as many jawans have already completed the course and are currently posted at the borders.

Now, more personnel of the force have been inspired to learn the Chinese language at the university, which is located around 12 kms from the UNESCO world heritage site of the Sanchi Stupa - the hemispherical brick structure built over the relics of Buddha.

"In the academic session 2016-17, four ITBP personnel had completed the one-year certificate course in the Chinese language. Subsequently, they have been performing their duties at the borders," Gupta told PTI.


Inspired by the skills developed in the foreign language by the first batch, now 25 more ITBP jawans and officials have enrolled for the certificate course, he said.


"We have got the list of the personnel who will take up the course in the university from July," Gupta said.


"Our course is designed as per the needs of the ITBP. Besides learning the Chinese language, the course also provides them an insight into the Buddhism religion," he said.


He said this will help the ITBP personnel in communicating with the followers of Buddhism residing in the Sino-India border region.

The course books are in three languages - Hindi, English and Chinese - so that students can understand and grasp the text easily.

"We have used pictures and same sentences in three languages to make them understand the Chinese language easily. There are several villages along the border in Himachal Pradesh, Uttarakhand and Jammu and Kashmir where the Chinese- speaking followers of Buddhism live," he said.

The university, founded in 2012, started the Chinese language certificate course from the 2016-17 academic session.

In the 2017-18 academic session, the institution has also started a diploma course for those who have already completed the certificate course.

"We will soon start an advance course in the Chinese language," Gupta said, claiming that the university is the only institution in Central India where the Chinese language is being taught to the ITBP personnel.

The Jawaharlal Nehru University (JNU) in New Delhi and the Tezpur University in Assam also have courses in the Chinese language for the ITBP jawans and officials, he added.

The MHA has been continuously monitoring the process of providing modern equipment to the ITBP and government is looking forward for the welfare of families of the jawans and NOKs of the martyrs. Sh. Singh hoped that with the establishment of newly built battalion in Chhapra will speed up the development process of the area and will be helpful in providing various job opportunities to the local youth.

Sh. Nitish Kumar, Chief Minister of Bihar said that establishing new ITBP Battalion in Chhapra is a new beginning in the development of the area. He promised ITBP for providing best possible support by the state Government. Expressing happiness on establishment of the ITBP Battalion in Chhapra, CM hoped that more local youth would be motivated to join the security forces, specially ITBP. Terming the event historic, Sh. Shushil Kumar Modi, Dy CM said that the newly built campus of the ITBP will be a great resource for the local administration in the times of need.

Sh. Rajnath Singh also awarded 08 personnel of ITBP for bravery. Sh. Rakesh Kumar, Dy. Commandant, Inspector Jitender Kumar, Head Constable Sukhdev Donkari, Contable Mahesh Kumar, and Constable Amit Negi have been awarded for gallant action against Naxals in Rajnandgaon in Chhattisgarh. Head Constable Sujan Singh was awarded for brave fire fight at Indian Consulate in Mazar-E-Sharif, Afghanistan while Head Constable Narendra Kumar and Constable Biman Biswas were awarded for saving life of fellow mountaineer during Mount Dhaulagiri Expedition of the Force.

DG, ITBP presents a cheque of Rs. 8.5 crore towards Prime Minister’s National Relief Fund

Director General, Indo Tibetan Border Police Force, Sh. R K Pachnanda, called on Prime Minister, Shri Narendra Modi today, and presented a cheque of Rs. 8.5 crore towards the Prime Minister`s National Relief Fund. The amount was raised through the contribution from ITBP personnel.
