But why then was he and IK criticising the PML-N government when they first approached the IMF?
First of all it was the responsibility of PML-N to manage the economy as the government of the country during 2013-2018 time period and they manage it in worst ever possible way, this current crises of BALANCE OF PAYMENT and and TRADE DEFICIT exist because of the previous government and current IMF assistance is required to settle finical mismanagement of previous government.

Last week, BR Research sat down with Vincent on the sidelines of PIDE's annual moot in Islamabad. We had a wide-ranging discussion on Pakistan's competitiveness, in the particular context of the China-Pakistan Economic Corridor (CPEC). Edited excerpts are produced below:

<B>BR Research: Let's commence with the World Bank publication* that you launched today at the PIDE conference. What are some of the key messages in the book for Pakistan?</B>

<B>Vincent Palmade:</B> There are three main messages in the book. The first one is that the competitiveness's starting point is low for South Asia, and also for Pakistan, in particular. Pakistan's level of exports are five to ten times lower, on a per capita basis, compared to countries like Vietnam, China, or even Bangladesh and Sri Lanka. Also, exports have been stagnant in terms of quality and number of products, as there is very little diversification away from textiles. Then there is the issue of the productivity of firms, which, on average, is low, especially for smaller firms. Unfortunately, most of the workers are still trapped in low productivity, semi-formal jobs.

The report's second message is that the potential is really there with favourable external and internal conditions. Externally, labour costs in Pakistan are now extremely competitive. They are two times lower than India and five times lower than China. It means that well-managed firms can find ways to employ the workforce productively and they can be really competitive, especially in labour-intensive industries. The other favourable condition is that, with rapid urbanisation, conditions are now in place for industries to cluster together into ecosystems, which can create economies of agglomeration, specialisation, cooperation, as well as competition, between clusters, cities, and provinces.

THIS is the very core of the problem in Pakistan! THE PEOPLE want everything served on a silver platter if possible gold platter! They refuse to work/ sacrifice or what not!

We have engineers yet no one has "engineered" anything great to benefit the people/ country!
We have doctors yet not one has done any outstanding think outside the box
We have scientists yet not one MAJOR discovery of the century took place in Pakistan!
We export plain resources and workers yet we dont do simple maths resources + skill = finished goods = higher export
We have people resources yet we EMPLOY foreign companies (Turk) even for "trash collection"?

We have so much ...Literally ALLAH threw everything needed for the nation to progress but our nation refuses to do so!

The issue is not taking Loans

The issue is did you fixed the Taxation system during the time you borrowed for that purpose.
Taking a loan gave you chance to fix the important issue faced by Pakistan between 2008-2017

If no money is generated then the loses from Loan will be more visible

Talking to media here, Umar claimed that Pakistan Muslim League Nawaz (PML-N) had no other option apart from approaching IMF, adding “It was not Ishaq Dar’s fault to seek bailout”.

However, Umar stated Pakistan would contemplate on all other available options if the would-be conditions of IMF are not acceptable.

Dismissing rumors of linking CPEC with the economic turmoil, Umar asserted that Pakistan would not use bailout package to repay the Chinese loans.

“The accusations of United States linking bailout package with Chinese debts don’t hold ground. Pakistan will have to pay merely $300 mln in the next three years. There is no harm in sharing details of Chinese debt with IMF,” Asad told reporters.

“The biggest reason for approaching the monetary agency is augmenting current account deficit. Furthermore, the rising oil prices will have all but negative impacts on Pakistan’s economy”, Asad warned while calling for an end to political interference in finance ministry. —INP

As far as what I know india's minimum wage is 4576 INR/month or 176INR/day. Pakistani minimum is 13000PKR/Month or 500PKR/day which translates roughly into above 8000INR/month(and I'm going by 2016-17 figure which later increased further). So can you please tell me how did you got your numbers?

Minimum Wage in Pakistan for Unskilled Workers in 2016-2017

The Punjab Chief Minister, Mr. Shahbaz Sharif, announced on the May Day to raise the minimum wage rate for unskilled workers from Rs. 13,000 to Rs. 14,000 per month with effect from July 2016 (The same was reiterated by the Finance Minister - Dr. Ayesha Ghaus Pasha- while presenting the budget on 13 June 2016). The Finance Minister (Mr. Ishaq Dar) while announcing the Federal Budget (2016-17) on 03 June 2016 has raised the minimum wage rate for unskilled workers from Rs. 13,000 to Rs. 14,000 per month with effect from July 2016 (applicable to Islamabad Capital Territory). The Sindh Finance Minister (Syed Murad Ali Shah) while announcing the Sindh Budget (2016-17) on 11 June 2016 has raised the minimum wage rate for unskilled workers from Rs. 13,000 to Rs. 14,000 per month with effect from July 2016. The Khyber Pakhtunkhwa Finance Minister (Mr. Muzaffar Said) while announcing the KPK Budget (2016-17) on 14 June 2016 has raised the minimum wage rate for unskilled workers from Rs. 13,000 to Rs. 14,000 per month with effect from July 2016. The Balochistan Chief Minister (Nawab Sanaullah Khan Zehri) while announcing the Budget (2016-17) on 19 June 2016 has raised the minimum wage rate for unskilled workers from Rs. 13,000 to Rs. 14,000 per month with effect from July 2016.

Currently, the number of scheduled employments in the Central sphere is 45 whereas in the States sphere the number is 1650 (when all states are counted). With effect from November 2009, the National Floor Level of Minimum Wage (NFLMW) was increased to revised from Rs 100/day (2007) to Rs 137/day. In July 2015 the National Floor Level of Minimum Wage was raised to Rs 160 per day. National Floor Level Minimum Wage has been revised again to Rs 176/day. The new rates came into effect from June 1, 2017.

Yes, Chinese minimum wages are higher and that is because China have tons of skilled labor. The companies industries have taught and educated Chinese laborers the skills for the jobs.
