Federal Railway Minister Khawaja Saad Rafique on Thursday said that issues between the civil and military leadership over Dawn leaks have been resolved.

Speaking in Geo News programme, Aaj Shahzeb Khanzada Kay Saath, Rafique said, “Ahsan Iqbal have said on this issue that it would be resolved in a day or two, in my knowledge the issue has been resolved. The contact didn’t break for even a moment. The meeting on this issue had been on every relevant forum.”

He said that the armed forces—serving and retired—want establishment and promotion of democracy.

“There are many times when it appears that we are in conflict but in reality, we are not,” he said. “We have our objection over the tweet but it cannot become a basis of divide- neither it will. Unfortunately, there are certain elements in Pakistan who are always desiring to see a clash between institutions.”

Rafique said that the civil-military relations improved during the respective tenures of General Raheel Sharif and General Ashfaq Pervaiz Kayani.

He further said: “There is no ideal democracy in Pakistan – we are going through a special period – so the biggest responsibility in sustaining the system lies on the elected democratic party so that the country remains stable.

“The democratic parties have to show restraint and patience and we have to give a way – and this is exactly why we gave a way to Musharraf.”

Rafique said that the Director General ISPR is a professional soldier who wouldn’t even think of snubbing a democratically elected Prime Minister.

“We don’t have to clash on the law and constitution. Politicians have to show flexibility and hopefully, we will pass through this time.”

He said that the Pakistan Muslim League – Nawaz have filed a petition against Imran Khan in the Supreme Court in reaction to his role in the Panama leaks proceedings.

That is a very positive development. The tweet thingy was a very disappointing and strange event. It was a really bad day for those who sincerely wish the rule of law in our country. You can get that goal only when every state institution learns to strictly abide by the constitution. A nation that does not follow that is bound to get stumbled repeatedly from the path of nation-building, development, and prosperity. It is not that nations don't get policy differences among their constitutional institutions. It's only how you resolve those issues amicably. I am sure we already have a proper mechanism in place in Pakistan to sort out such issues rather than wrangling at the social media. We can only hope that military learns its lessons and defines a clear path/policy/role for itself strictly within constitutional limits under Gen. Bajwa. I think, we also need a better person at the helms of ISPR.

I don't know what he said in Urdu but what's this 'give a way' means? Compromise? NRO? Exit out of country?

Absolutely right!

Simplistically put, he was implying that if they can let a person go on which PMLN was applying Article 6, then for that sake don't apply Article 6 on Ms. MNS and please "tohfa qabool karo" of Fatemi & Rao Tehseen"

Apt translation and reference to the context of Compromise, NRO, Exit etc in Urdu will to be Muk Mukaa.

Chief Minister Shahbaz Sharif and the Prime Minister Nawaz Sharif have successfully alleviated the military’s concerns regarding the Dawn leaks inquiry report’s recommendation, it has been reported.

“Notification on Dawn Leak is incomplete and not in line with recommendations by the Inquiry Board. Notification is rejected,”

According to sources, the Punjab CM and Prime Minister met with Army chief Gen. Qamar Javed Bajwa on Thursday night. The meeting lasted one hour and reportedly, an agreement was reached over the matter of Dawn leaks.

Previously, the Prime Minister’s secretary released a notification which informed of the sacking of Principal Information Officer (PIO) Rao Tehseen and Special Adviser on Foreign Affairs Tariq Fatemi. The notification also directed All Pakistan Newspaper Society to discipline the Dawn newspaper and its journalist, Cyril Almeida.

Within hours of the release of this notification the DG ISPR Major Gen. Asif Ghafoor rejected the notification in a tweet. “Notification on Dawn Leak is incomplete and not in line with recommendations by the Inquiry Board. Notification is rejected,” the tweet read.

In the build up to this spat between the army and the government, COAS Gen. Qamar Bajwa was under pressure from voices in the military who demanded justice for the maligning of their institution to further enemy narratives.

The tweet indicated friction between the military and government establishments over the Dawn leaks issue and was the subject of much speculation in the media. Interior Minister Chaudhry Nisar termed the tweet “deathly poison” for democracy.

The Interior Ministry on Wednesday said that the issue of Dawn Leaks has been settled as it issued a revised notification in the matter. “Since action on orders of the Prime Minister has already been completed by the respective Ministries and Divisions, the issue of Dawn Leaks stands settled,” it said. The prime minister was pleased to approve the ‘unanimous recommendations’ of the Dawn Leaks Inquiry Committee vide Orders No. 1707/M/SPM/2017 dated 29th April 2017, the new notification reads. “There is a need to develop a Code of Conduct for the Print Media especially when dealing with issues relating to Security of Pakistan. The Committee recommends that the role of Daily Dawn/Mr Zafar Abbas/Mr Cyril Almeida, in the instant case, may be referred to the All Pakistan Newspapers Society (APNS) with a direction to take disciplinary action against Daily Dawn/Zafar Abbas/Cyril Almeida, besides developing a Code of Conduct for publishing stories on issues of national importance/security by abiding to the basic journalistic/editorial norms,” it said.

“Due to reasons referred in previous sections, the action already taken by the federal government against Senator Pervez Rashid is endorsed,” it further said.

“The committee unanimously agreed that Rao Tehsin Ali had not displayed the required level of professionalism and has shown carelessness while dealing with the issue that the committee recommends that, he being a civil servant, may be proceeded against under the Efficiency & Discipline (E&D) Rules 1973,” it maintained. “Due to reasons referred in previous sections, the Committee recommends removal of Mr Tariq Fatemi from his current portfolio,” it said. “Since actions and orders of the prime minister have already been completed by the respective ministries and divisions, the issue of Dawn Leaks stands settled,” it concluded.
