I have stopped watching PSLV launches this days, they are kind a boring and text book types. I still don't know if India is purposefully holding on to MIRV or they already have it and keeping quite? To avoid unnecessary sanctions?.

It is not ISRO's Job. Job of ISRO is to place them in orbit at designated place and it is done. We have our own 3 satellites about whom we shall get to know in some time from now.
