When i talked telescope you talked land rover.Is the land rover purpose is to view distant planet or a rover to land on planet ! Is the hubble telescope designed to land on any planet surface or to observe distant planet ! India is a democracy and have free media access and project announcement will happen to the public and not like secretive chinese nature.You don't have habit of announcing any project until it delivers so you don't know whether a project break deadline or not.Because every thing from military to space tech is secret in china.By your definition, USA Hubble is not qualified to be a space telescope, because "its purpose to view distant planet". I don't know what is the telescope then. By the way, the Lunar-based telescope we are talking about is not on the Moon Rover, it is on the Moon Lander.
Nobody wants to certify ISRO's space program. It has accomplished a lot, but this is not my point. My point has been India in general is good at announcing plans, but no known for executing the plans and delivering the results. From your space programs such as GSLV-3, manned space flight, moon landing, to your jet engines, LCA, Arjun, MMRCA, to the plan to be superpower in 2012, almost none has escape this fate. Hence big mouth comments.
Chinese navigation satellite Beidou first launch in year 2000 and you have 17 healthy satellites in orbit from past 15 years.India launched first satellite in 2013 for IRNSS,just 2 year back and launched 4 satellite into orbit until today.It's like 2 launches/year.So is it OK to tell that why chinese take long time for its completion of beidou program as far as number of satellites is concerned even though it started 15 years back.
