Syrian air defenses are not that strong. Syria has been in a war situation on multiple fronts so that gives coward countries with strong militaries like Israel the opportunity to strike at will.

Coward means who run away from war when confronted by a power that challenges it. 2006 Lebanon invasion by Israel and Hezbollah's very apt reply forced Israel rout from Lebanese territories leaving behind their expensive tanks,armor and other weapons. Israel is fortunate until now that its power is not challenged in the Middle East but this will not last forever.

Russia has never once fired any of their air defenses in Syria, but if you want to know how effective they are just look at the dozens of Israeli aircraft that were turned into flaming scrap metal. The last time Turksish jet came within range of a Syrian Pantsir it too was blown out of the sky.

Even Turkey now wants the S-400.

If the S400 is useless, Israel's systems aren't necessarily as good as they claim either (just following the same line of argument --- of course Assad's forces are already facing an uphill task to try something with Israel, nor does he have advanced jets or ballistic / cruise missiles).

Syrians do not have Russian citizenship, but Syrians do have S-200, Kub, Buk, Pantsir, Osa, and other Russian-made SAMs.
