If you can analyze the professor's statement than he says that fear of the rape may deter him from carrying attack. He is not recommending rape nor Israeli armed forces do that.

On other hand ISIS has already declared sex Jihad and said to the extent that if unmarried girls are not available, people should provide their wives. People have already stared providing their daughters to terrorist.
