The fatalities that the IDF was compelled to inflict in self-defense did, mostly because the Turkish media, knowing the Turkish president's support for the flotilla, reported the incident as an Israeli assault upon humanitarians, rather than a premeditated and rehearsed assault by murderous thugs upon innocent Israeli soldiers who had no reason to suspect they would be attacked while carrying out a duty that, for other nations, is mostly a peaceful formality.

You must be joking with this question, right? At the highest level, denial of whatever should occur at every access point. Lower is the question of controls at those access points. Israel controls access from the sea. Egypt controls access to Gaza from its own soil. Clearly Israel cannot violate Egyptian sovereignty. So the point is that you deny availability wherever you controls.
