Another way is send aid through Egypt. There is no single Israeli between gaza and Egypt.
You must be joking with this question, right? At the highest level, denial of whatever should occur at every access point. Lower is the question of controls at those access points. Israel controls access from the sea. Egypt controls access to Gaza from its own soil. Clearly Israel cannot violate Egyptian sovereignty. So the point is that you deny availability wherever you controls.What's the point of checking ships for weapons if stuff going through the Egypt and Gaza border isn't checked?
