Is the procurement based on loan-assistance funds from Israel because Azerbaijan defense budget has been restrictive in nature for Years, but I did read 5% defense budget 2011/2012 which is alarming for a smaller nation with small economy.

Huh? Azerbaijan is an oil producing country and going to be a major natural gas producing country soon aswell. Why do you think Azerbaijan could have problem with this sum?

Azerbaijan's defence budget for 2012 is $4.4 billion USD.

But funds can be easily made avaliable outside of the actual military budget if necessary, from State Oil Fund, of which it's assets are going to exceed $100 billion in few years.

Azerbaijan also supplies 30-40% of Israeli oil need.

IF so why is defense budget 5% if so much oil is produced and exported then the economy should be large enough for budget to be around 2-2.5% normally which is not and the budget of 5% is a hike and alarming. There is a difference between to be a major and being a major oil producing country.

But as you said in exchange of oil to israel this could be a barter trade.

What in the hell has sheer size of GDP to do with avaliable money in case of oil producing countries? Saudi Arabia has alot more money than many other nations that has much larger GDP. I don't think you are really even aware of what your talking about, are you talking about GDP size or budget?

Azerbaijan (a nation of 9-10 million) produces 1.2 million barrel a day. Compare this to 2.2 of Iran (a nation of 70-80 million) for instance. It's large enough, specially for Azerbaijan's size.

What did I say? No I didn't said that and it is not. I said Azerbaijan supplies 30-40% of Israeli oil need, which should give you a picture of Azerbaijan's oil export capacity.

And with regards to this deal, there is absolutely no such problem like explained.
