I see no reason why Israel would kill civilians on purpose. Israelis are one of the smartest people on earth. Random acts of violence aren't what you'd expect from them.

Smart and laser guided bombs too are designed to reduce collateral damage yet they many landed in schools, hospitals and other civil institutes with high casualities.
