TEL AVIV, Israel — After more than five years of negotiations, Israel's Ministry of Defense hailed "maximum achievements" in a€430 million corvette package signed Monday with the German government and its strategic shipyard in Kiel.

Signed just hours before Israeli Defense Minister Moshe Ya'alon was set to host his German counterpart Ursula von der Leyen in Tel Aviv, the deal includes four Israeli-tailored surface ships based on ThyssenKrupp Marine Systems (TKMS) BBlohm+Voss-class 130 corvette.

According to a May 11 announcement by Israel's MoD, Berlin has agreed to fund €115 million of the €430 million package, with combat weapons suite, armament and subsystems to come from Israeli industry.

"MoD insisted that all the weapons systems for these ships will be Israeli-made, in a manner which will guarantee the flow of new orders in significant quantities for the Israeli defense industry," according to the MoD announcement.

Moreover, MoD said TKMS committed to Israel's Industrial Cooperation Authority an offset package totaling 700 million shekels (US $181 million), half of which will be paid to Israel's MoD.

It said the four ships would be delivered within five years in support of the Israel Navy's new mission of defending offshore energy assets in its exclusive economic zone (EEZ).

Further, it noted that according to a government decision, the so-called economic waters package will be funded from a special US Treasury account, and will not come out of Israel's constrained defense budget.

Israel's Bank Discount won an MoD competitive bid for financing of the economic waters package, which will ultimately include surface ships, patrol boats, unmanned aerial vehicles and a variety of sensor systems.

Ships on order for the Israeli Navy are expected to be smaller than the 1840-ton displacement featured in standard Blohm+Voss-class 130 Corvettes. However, they will be large enough to accommodate a utility helicopter and two medium-altitude, long-endurance UAVs.

"This deal that was signed today is a very significant event that represents a dramatic leap forward in our Navy's ability to defend the government of Israel's strategic sites in the field of natural gas at ranges of tens and hundreds of kilometers out at sea," said retired Maj. Gen. Dan Harel, director –general of Israel's MoD.

"Additionally, it serves as a significant economic springboard to the Israeli economy as nearly 1 billion shekels will be returned to Israeli industry as a result of associated procurement orders.

"We are happy and proud at the results of the negotiations, which guarantee maximum achievements from an operational as well as economic perspective," Harel said.

TEL AVIV — Israel on Monday signed a deal to buy four navy patrol boats from Germany's ThyssenKrupp to protect its offshore gas installations, Defence Minister Moshe Yaalon said.

The deal, valued at €430 million ($480 million), will significantly improve the navy's ability to protect natural gas fields in the Mediterranean.

"This morning, we signed a contract with the German shipbuilder ThyssenKrupp Marine Systems which is going to provide us with four corvettes in the next five years," Yaalon told a joint news conference in Tel Aviv with his German counterpart Ursula von der Leyen.

"Thanks to this agreement we will be able to double our ability to defend our gas platforms," he added.

The ministry said Berlin would finance €115 million of the transaction by means of a grant — around a quarter of the cost.

ThyssenKrupp had also committed to carry out reciprocal purchasing in Israel to the tune of 700 million shekels ($181 million/€162 million), it said.

The acquisition would enhance Israel's ability to protect its strategic assets and put its navy "on a par with the world's leading navies," Yaalon said in a statement.

On Sunday, President Reuven Rivlin began a state visit to Germany to mark 50 years of diplomatic ties between the two countries.

Germany is Israel's biggest trading partner in Europe.

In September, Israel received delivery of a Dolphin 2 submarine from Germany, raising the total number in its fleet to four. A third of the cost was also funded by Germany as part of its military aid to Israel.

The sub, the most sophisticated in Israel's fleet, can be equipped with missiles armed with nuclear warheads

Blohm+Voss Class 130 Corvette
The compact corvettes were designed and built by the Class 130 Consortium led by Blohm + Voss.

Five built ships have the primary task of surface surveillance, reconnaissance, surface target engagement, humanitarian missions, countering asymmetric threats and operating mainly in the littorals.

The platform features an x-shape RCS-reducing hull with significant IR-suppression measures with no funnels and hot spots and sea-water injection in horizontal
exhaust ducts complemented by a sophisticated Integrated Monitoring and Control System (IMCS) with over 7000 measuring points.

The corvettes have spacious landing decks for a 12 ton helicopter and hangars for two drones (Unmanned Aerial Vehicles - UAV's).

Together with the highest integrated onboard networks so far (Combat Management System, Communication, Navigation qualifying the vessel for joint operations) the corvettes have incorporated major Blohm+Voss MEKO®-design principles and thus represent a valuable asset for the German Navy.

If Germans won't sell, they will buy something else from some other country.
Mmm, not necessarily, as Israel will be receiving financial advantages when buying from Germany (i.e. cheaper rates / subsidiies) that it won't get elsewhere. Besides, name us some realistic options from countries other than Germany.
