In this case most probably he had a visa issue.Don't know why he didn't contact the Pakistani consulate for help,if he got mesmerized by the process of something else.
Now being a suspect ,doesn't make him an ISI agent.
His visa got expired and was reluctant to disclose it to the authorities ,as the story suggests.I hope he gets back home safe and sound.

Then you should ask the factory (unilliance), what was the specialty of the person that he was called within 15 days from pakistan on visa issued by investment board of bangldesh and why was he given such a high post of chief electrical engr. Govt is now playing politics and garment factory has not paid him inspite of his hard work. Renewal of visa was the responsibility of the factory, why did not they do so? to save their money?
