It's inhabitants are natives and for 99% of its history those cities have been ruled directly by fellow Hijazi empires, Caliphates, kingdoms and dynasties. Continues to this day with the exception of it being another Arabian dynasty from another ancient historical region of Arabia (Najd).

. Arabia is the oldest historical region in the MENA region with the oldest human presence outside of Africa. Arabia was already a well-defined region and word millennia before Iran even existed.
KSA was never a British nor Western colony and was united by a local dynasty (House of Saud) and is composed of ancient historical regions of Arabia. Hijaz, Najd, South, Eastern Arabia and Northern Arabia and everything in between.
KSA is the richest country in the Muslim world in terms of natural riches, minerals etc. Trillions of USD worth of treasure. Largest sovereign wealth fund in the region as well. A booming non-oil economy that recorded 100 billion last year and is poised to grow almost 5% next year. You will be dreaming a long time. Before that happens your entity will be divided once again or disappear from the map like was the case for well over 1 millennia after the Arab conquest until the Safavids.
I would worry about trying to have an economy the size of 10 million UAE before daydreaming.
The Safavids (wannabe Arabs) are irrelevant. They massacred Iranians, not Arabs. Controlled parts of Iraq for a while but that was all there was to it. Most Iraqi Shia Arabs are recent converts (18th century) long after the Safavids were gone. Ironically most of them are fairly recent arrivals from Najd as DNA confirms and clan/tribal ties.
Speaking about the Safavids, without the Arabs they would be a footnote in history so once again you must thank the Arabs just like during the Iraq-Iran war:
