well, considering the HQ-9 are bootleg s-300s and the Chinese went and bought a s-400 system from the russians, It will obviously be better, as the Chinese wouldn't have bought the system if they were content with hq-9 performance.

HQ 9C i am talking about. HQ 9B has a range of 250 range compared to S400 of 400km

SAM's are not to be compared with each other, they are tailor made for country's requirements . If PA goes to HQ-9 I am sure they will have certain things like Range of missile or Radar which they will keep it classified .

Its one of the best SAMs bro not world best SAM China developed HQ-26/HQ-29 which are comparable to S-400/THAAD and PAC-3 respectively based on HQ-9 technology

but according to Wikipedia HQ-26/HQ-29 development are already completed, and waiting for induction
HQ-26 - Chinese equivalent of SM-3 for naval deployment,[22] upgraded HQ-9/19 equipped with a dual pulse solid rocket motor for the final stage like SM-3.[27] Its certification is expected in 2015 at the earliest.
HQ-29 - Chinese equivalent of MIM-104F (PAC-3) (PAC-3), with engine upgrade for the final stage: instead of a single dual pulse solid rocket motor, HQ-29 is equipped with over a hundred tiny pulse solid rocket motors mounted in the forebody of the missile,[22] but the exact number remain unknown due to lack of publicized information. HQ-9 is basically S-300 system clone with Chinese interface/systems and can't be comparable to S-400/PAC-3
