Pakistan Navy is procuring 8 submarines from China which can come with and without an AIP system. As of now I don't think there is any news on which system is being procured, is Pakistan developing it's own AIP system to be implemented on the S20 Submarines?

Would it be possible for KSEW to develop these by 2023-2028, what would be the challenges?

.
I know India has built one which it plans to use on the scorpene submarines
How long did it take DRDO to develop them and how much did it cost?

yes Pakistan can utilize the experience it gained from 3rd Agosta 90 B submarine

Pakistan didn't manufacture the 90B they just manufactured the hull locally rest was simply installed on board. How can we have ability to manufacture AIP when we cant even manufacture simple Diesel turbine engine.

.
Only the MESMA (AIP) was imported and most probably the propulsion system and the electronics..
China came up with the Sterling Engine type of AIP, that was tested and incorporated in Chinese Submarines.. Pakistan can get ToT ,but what the use? it is not worth it for only 8 submarines and maybe another 4 by 2030..

Pakistan should concentrate on developing nuclear powerplants (as per my info, Pakistan has succeeded in developing two versions) both for submarines and other large vessels like destroyers. If they get success in this key area, then even a nuclear powered ACC is also possible in the future.

DRDO has different types of fuel cell systems. Some portable systems to be used by soldiers in Siachen and some large enough to be an AIP in Submarine.

We are already doing that if not fully ready we are close

We have done that...actually I knew about it since a long time as I almost cornered an officer from a R&D organisation that was engaged in the development of miniaturised nuclear power plants for submersible systems. What I mean is to further improve the design and Plus the NASR's warhead provided a breakthrough and now it is being used by PNs for Pakisan's sea based 2nd strike capability with ballistic missiles on SLBM and also bigger SLBM will be used

Investing in China's ability to develop a fuel cell-based AIP would be the way forward IMO. A general point, the PN will want these submarines to be silent and not easily detectable. In that sense, a solid AIP solution - Chinese or otherwise - is a must.

Really, We have built nuclear reactors for use onboard a submarine?

It is has not bee declared but I know that Pakistan had been working on it for quite some time and it was tested to working properly but integrating it into a submarine itself is a big challenge.

There is need to balance your naval fleet with Indias. Until Chinese subs arrive which can have delays depending on the issues with India since there is a huge time gap and every year or two there happens an attack in India immediately blamed on Pakistan with makeup evidence and situation becomes tense at least for several weeks. During that time until Chinese subs arrive you can invest in developing midget submarines in necessary amount that can counter against Indian fleet similar to Iran does.

An additional capability I think is that midget subs can still launch cruise missiles by towing floating launch platforms behind them.1 or 2 cruise missiles since they are nuclear it does not much matter for second strike capability. At least surface launch is still possible and cms by being more maneuvrable and slower can more easily correct flight path errors after launch in any kind of launch situation.
