No weapon system is impregnable, we heard so much about Patriots and later the Israeli Dome, it can't even totally stop the rudimentary rockets fired by the Palestinians.... besides, no matter how advanced the system, at the end of the day, it's only as good as the operator.

1) What type of decoys are you referring here ?
2) Military satellite service given by China AND EVEN US ? What happen to you ? US is only providing Civilian Version low accuracy he is not providing even to its NATO partners and chinese project completion date is in 2020. Even US would switch off civilian (free)services if you go to war for whatever reason like it did always. India now has it own navigation satellite GAGAN. Also i.t has nothing to do with S 400 defense. Are you going to drop these satellites on our head ? Missiles guided by them would be intercepted.

4) ARM go checkout the range you have. You would need to travel around 350 km by fighter inside the range of S 400 to struck, High chances to succeed.
