Actually they tried. Saddam was ready for ceasefire in 1982, but Khoumeini wanted to take over the Iraq and liberate the Shia polulation and the war raged for another 6 years with Iran on the offensive (correct me if I am wrong).

they could get f-16 if they wanted i mean old version and reverse enganeer them from venezeuala, but i am not sure usa will allow iraq to give anything to iran.

If they do the same thing that Americans used to do with the Saudis then it is impossible they can even move it out of the hanger with out permission up until the Iraqi second war we were on a tight choke from the US but since when we kicked their bases out and moves to Qatar and Kuwait and Bahrain we over hauled our military.
