It will be unacceptable for KSA to allow Iraq to have F-15s or Trench 2 & 3 Typhoons. The F-16s are fine though.

The entire Iraq's Parliament is hostile to KSA by nature.

And why not to be friend, in a world filled with dumb Takfiris dreaming to blow some Shias in order to be granted the blessing of heaven, Why shall not the only two Shia nations be the closest friends.
I myself have become friend with at least ten Iraqis in the current year in Mashhad and am planning to find more simply because they are the best.

Iraq isn't a Shia state, Iran is.

It is not about parliament being hostile, a strong Air Force is the right of any Nation.

Iraq's F-16 are sufficient for now but it seems Iraq would be the second apart from hindustan to go for PAK-FA. Mig-29 though would be a poor decision.

Shia makes up %70, you still have Christians and the Sunnis.

The F-16s are good for them for the time being. Any further uber procurement might shake the balance of the region.
It is not about parliament being hostile, a strong Air Force is the right of any Nation.

That's is also the concern of Iraq that balance of the region is imbalanced currently, so to balance the region it is fair if Iraq goes for something better in long run once Iraq becomes more stable, PAK-FA/SU-35 would be a fine deal.

Highly doubt F-15s would come not because it would be blocked but it is a huge deal it must come with best weapons if not russians are going to take the lead, so Iraq currently is all cool they know they have multiple suppliers awaiting.

Isn't bringing a new platform effect RSNF. They can buy f-15 variant or EFT

The RSNF is in no way related to the RSAF. Even if they gone Typhooned, they will initiate their own program without the interference of the RSAF.
