I think there is an element of truth in emercom's claim:
UK Prime Minister David Cameron inadvertently forced India to take a declared position on the US proposal to invade Syria, limited or otherwise. After a long bout of silence, New Delhi was shocked on the eve of general elections, to find that the British government had listed it as one of the countries supporting US military action against Syria. it had been listed by the British government as one of the countries supporting US military action.
The mandarins controlling foreign policy realized that the silence, made even more fashionable by Prime Minister Manmohan Singh, was not working to India’s advantage and fielded the MEA spokesperson to clarify that the government was certainly not supporting the proposed limited strike on Syria. A very delayed, and subdued reaction, at a time when the non-aligned world had expected big country India to come out in support of rights and justice. And yet another example of the mealy mouthed approach that has come to define Indian foreign policy, where old friends have been discarded but new friends still not really found except for the US and Israel who continue to cast a heavy shadow on most Indian foreign policy and even defence responses.

Earlier this month, his party had issued statement that the government will support US attack.
It was the opposition that forced his party to change their stupid stand. Don't take this man seriously. He has ruined the economy of his homeland and only outrage from people has forced him to say this.

Seems India changed its stand due to general elections coming and fear that opposition will portray India as a western puppet regime that Manmohan Singh is making it.

It is surprising that India said that it would support a UN decision to attack syria ,considering that the opposition is Al Qaeda. The same Al Qaeda which India has been fighting in Kashmir. After Libya ,does India al qaeda to win?The current strategy will balkanize India . Indian people better do a coup or replace Congress in 2014 elections.Or India is in for big pain when the time comes.
