Again, the Persian Gulf and the straights are international waters, and freely navigable by treaty. Iran doesn't "own" either of them. Those waters are important for trade that doesn't even involve Iran.
It would be as if the USA declared the straights of Florida closed, which would limit an important waterway for trade with Mexico and Central America.
Iran is welcome to send ships to the Florida Straights and the Gulf of Mexico - just stay in international waters. The Soviets used to do it all the time. Nothing happened.
