UN member countries unanimously believe that the Security Council has been established based on realities that date back to 1940s that by no means reflect current needs, concerns and realities of the world, Khazaei said in an address to the UN General Assembly on Wednesday.
The Security Council requires comprehensive and swift reforms in accordance with current needs, he said, adding the time is ripe for such essential changes that will prove beneficial to both the international community and the UN.
The Iranian envoy emphasized that impartiality, transparency, accountability and fairness are among key provisions of the Security Council.
Khazaei stated that current members of the Security Council are neither balanced from a regional standpoint, nor do they reflect existing realities in geographical terms.
According to Article 24 of the UN Charter, the Security Council should be acting on behalf of all UN member states, although in reality, not only the council's decisions are less and less reflective of wishes and views of the general membership, but in many cases they even do not represent the genuine opinion of its own general membership, the Iranian diplomat stated.
Khazaei added that he has noticed an alarming trend in recent years in which the Security Council has been increasingly involved in regulating and norm-setting practices.
He said the veto power in the Security Council is a matter of major concern among most UN member countries, adding, There is a strong sense of injustice and discrimination between the haves and the have-nots. In fact, veto power is an unconstructive and undemocratic instrument.
