Iran turns down Indian company’s offer to develop gas field

Following years of dawdling over development of Iran's Farzad B gas field by Indian companies, Iran has rejected the latest package proposed by an Indian delegation for the development of the field.

According to Fars news agency, the package was presented to Iranian officials during a recent visit to the country by an Indian delegation, which was headed by Shri Ashutosh Jindal, the director of Indian Ministry of Petroleum and Natural Gas.

The Indian delegates sought to convince Iranian Ministry of Petroleum to give development of the field to the Indian company without a tender bid.

According to an informed source speaking on condition of anonymity, India has offered a complete package for the development of Farzad B gas field, which includes swapping the field’s gas with natural gas produced by other Iranian fields in Chabahar port, and construction of a pipeline to take the surplus gas of the field to India.

India’s ONGC Videsh offered its revised development plan for the field in 2010 according to which the company was expected to recover 60 percent of the field’s estimated gas reserves. However, it failed to live up to its promises when the United States and European Union imposed sanctions on Iran, banning any investment in Iran's energy sector above USD 20 million.

The sanctions were imposed at the beginning of 2012, with the goal of preventing other countries from cooperating with Iranian banks and energy sector.

The restrictive measures were imposed over allegations about possible diversion in Iran's nuclear program toward military objectives. Iran categorically rejected the allegation.

Iran and the P5+1 group of countries – the US, the UK, France, Germany, Russia and China – reached a mutual understanding on April 2 in the Swiss city of Lausanne as a prelude to a comprehensive deal before a self-designated deadline at the end of June. A key point of Lausanne statement was a promise to lift a series of sanctions on Iranian economy.

Farzad B gas field is estimated to hold 21.68 trillion cubic feet (tcf) of gas in place, of which 12.8 tcf is recoverable.

A number of international oil giants have also voiced interest in returning to Iran's oil and gas sector, including Italy's Eni, France's Total and Royal Dutch Shell. The companies’ executives have said they are already looking into Iran's post-sanctions business potentials.

We have traditionally dealt with diplomatically worse situations in 70s and managed it far better.. Mind you, we were almost at war with US in those days and still managed to retain good ties with both sides.

It can ask us but we have the same answer as anyone else: Our relations are subject to only bilateral engagements; that is, we don't accept a third party's opinion on relations between us and anyone else, simply because it may be biased due to their own relations with them.

If Sanctions are lifted then obviously American/European Oil/Gas giants would go in. Maybe even Russia. Why would they give it to India???

Because we come with no political strings of any bloc. Traditionally NATO nations and Russia have been two different blocs, commanding their sphere of influences.

The third bloc consists of countries like us, China, Brazil, Indonesia and Turkey who aren't really concerned about political implications or pressure against anyone as long as that country is good with us.

We have no political bindings, no allegiance requirements and no unilateral political aggression like sanctions.

The development comes after a recent visit by an Indian delegation to Tehran, on the heels of the Islamic nation’s landmark deal with six other global players spanning over 20 months, to curtail sanctions levied on the energy-rich country for its alleged nuclear activities.

Getting access to energy-rich assets overseas is seen as one of the primary goals of the Prime Minister Narendra Modi-led government, to feed the increasing demand at home.

“Iran has said that the Farzad-B field is available for development. The modalities are to be worked out, which they have asked India to submit,” Biswajit Roy, director (human resources and business development) of Oil India told mediapersons in New Delhi.

Roy explained that though their Iranian counterparts have not given any written commitment, “verbally” they have asked Indian firms to submit the plan at the earliest. India would have to submit a detail field development plan for the prolific block.

Did you read the post a few posts above yours? India has been given full access to Farzad-B. ONGC Videsh is flying in a team even as I write this. This is what happens when you cannot read beyond the title, and ignore everything else including date of posting. The "hari jhandi" failed to impress anybody, and is flying fruitlessly.
