If they feel it would interfere too much in their own foreign policies then I think they would try and prevent it. I've read a lot of articles about Hawkish Generals in Russia and China who say they would be willing to risk WW3 in order to protect Iran and their interests however it is hard to tell if that is opinion of senior government officials behind doors in their respective countries.
