ISLAMABAD: With a decline in oil export to the world market due to new US and European Union sanctions, Iran has offered to provide Pakistan oil on long-term deferred payments by laying a pipeline between the two countries.

The offer, which may also benefit Afghanistan, was made by Iran during a recent visit to Pakistan by its International Affairs Vice President Ali Saeedlou.

Iranian oil supply to the world market has declined by 20% following the embargo imposed by the US and EU. “Now Iran wants to provide oil to Pakistan that may be at a less rate compared to oil imports from Middle East countries like Saudi Arabia, UAE and Kuwait,” sources said, adding that Iran has expressed willingness to materialise the plan.

A senior official of the petroleum ministry said that the status of the Iran-Pakistan (IP) gas pipeline was discussed during a visit of an Iranian delegation. He confirmed that Iran had offered to supply oil on soft terms, adding that it was a long-term plan.

“We have not discussed a specific subject of the oil pipeline,” he said, adding, however, that different proposals were discussed to explore other areas of mutual cooperation in the energy sector.
Under the plan, an oil pipeline is to be laid right up to the Gwader Port, where a crude oil refinery would be set up. “Pakistan and Iran may enter into a joint venture to set up a refinery at Gwadar Port,” sources said.

They further maintained that Pakistan had also shared the plan with Afghanistan during Afghan Deputy Minister of Finance Mohammad Mustafa Mastoor’s visit to Islamabad on February 2.

The Afghan minister is reported to have remarked that it would be a good opportunity for Afghanistan to get an uninterrupted oil supply at cheaper rates.

Pakistan has been importing 45,000 barrels of Iranian crude per day on a three-month deferred payment but oil imports were stopped after the US sanctions making it impossible for countries to use the international financial system to pay for Iranian oil.
Furnace oil

According to industry sources, Iranian oil had more components of furnace oil. Pakistan’s furnace oil requirements have increased from three or four million tons in 2004-2005 to nine million tons in the current financial year. Refineries in Pakistan currently have a furnace oil production capacity of just three to 3.5 million tons per year.

Pakistan State Oil imports furnace oil to meet the power sector’s requirements.

Industry sources say that Pakistan may save 20 cents per barrel as it will no longer have to bear the costs of transporting Iranian oil.

Why on defered payments?

When we buy gas we pay immediately.

Corrupt govt. will never say no to any thing which comes without payment or late payment.

Anyhow, I'm still waiting for the gas pipeline.

The reality on ground is that ministers and diplomats of Pakistan would not like to loose their blue passports.

On practical note, first they have to make agreement before going to far with imaginations.... its bit hard for me to believe that current govt. can build and run a refinery ever.

Just a morale support for bro. Zardari by bro. Nejad.

Further, i hope to see comments of Mr. Niaz about this dream of building refinery.

All, I can add is if these smart a$$es plan wisely, (subject to demand) one pipeline can be designed to ship both both oil & gas, alternatively.

This is just an excuse to start a long thought plan of Iran Pakistan China , oil and gas pipeline.

It's getting too long and boring.

We should have, more than one such plans in offing.

Electricity produced in Iran, can never be cheap.

We need to reduce our use of oil for generating electricity and use our own coal which the good Lord has given us in abundance. Even the USA generates more than 50 % of its electricity by utilising coal energy. We use less than 10% coal energy to generate electricity. Dr. Samar Mubarmand has an excellent plan which can convert coal into gas which can be used to generate electricity. when will we wake up and save our nation. Oil costs us foreign exchange while we have the abundant coal that can be produced in Pakistan and will generate jobs for Pakistanis. When we buy oil from foreign countries, we not only use our precious foreign exchange , we provide jobs for their industry and citizens. Please put Pakistan and Pakistanis first.

Electricity produced in Iran, can never be cheap.

Here is scenario

Pakistan Spends 1 Billion on Electricity form Iran

That mean Pakistani Economy textile mills that are closing and businesses shut down open , and trade functions
Pakistan earns 200 Billion form electricity and positive economy trends

So was the Electricity cheap or expensive?

Pakistan has need for Oil, currently the oil comes in Ships - Pakistan pays the transport fees , on top of the oil fees ? With oil pipeline Pakistan saves on Millions in Oil shipment ... who Gains Pakistan

Half the electricity according to the satatisitcs, would be lost in line losses.

We will left with 50% and you have no idea how much our govt. annually subsidize to keep the unreliable system and dpt running.

Best solution is to free the energy sector.

Take away the red tape and duties on import of hardware for alternate energy. i.e solar, wind, bio etc.

We can start energy conservation schemes.. all what govt. need is to come to me, or any other electrical engineer.

You see, i'm only talking about policy and paper work, if any govt. can do this much effort than.... there is some thing wrong in the heads.

P.S. I'm not saying we shall not import electricity but i'm saying we don't need it if govt. just act honestly.

We must accept this offer. Zaradri is doing one thing right at least.

But I know that the west and America will interfere, like they always do. We NEED IMRAN KHAN!!

Thats why his jalsa was bombed .... why would US and IMF want us to give up our addiction to Drugs

Dont the Saudis and Emiratis have objections to this stuff? Just asking

Don't do it Zardari. US will stop filling your pockets with aid.

Aren't you asking at wrong place?

We can only answer about the effects of MFN aid to Indian industry, on Pakistan's present and future growth.
