Iranian Defense Minister Hossein Dehghan is on a two-day visit to Moscow to sign an $8 billion arms contract to buy Russian military hardware, business daily Kommersant reported on Tuesday.
Tehran has already handed Moscow a shopping list and Dehghan's visit should speed up a number of key arms deals, according to the newspaper's sources.

The Interfax news agency says special emphasis will be placed on the signing of new arms deals, not on the fulfillment of existing contracts such as the delivery of anti-aircraft missile systems.

"Iran would like to buy Russia's latest S-400 Triumph anti-aircraft missile system, developed by Almaz-Antey. And they make no secret of it. On the eve of his visit to Moscow Dehghan openly said to Iranian media they want to purchase the S-400s," the source said.

Iran needs to "seriously focus on its air force and fighter jets," said Dehghan prior his visit to Moscow. "We are moving toward a contract. We told them that we need to be involved in the production (of the plane) as well," he added.

According to Interfax’s source, the second important topic of the talks is Tehran’s possible procurement, or even a licensed production of the new Russian Sukhoi Su- 30SM multi-role fighter.

Iran is also interested in Russia’s Bastion mobile coastal defense missile system, equipped with supersonic Yakhont anti-ship missiles, along with Mi-8/17 helicopters and other arms.

A specialised version of the thrust-vectoring Su-30MKI and MKM variants for the Russian military, produced by the Irkut Corporation.[31][32] Russia's Defence Ministry was impressed with the MKI's performance envelope and ordered 30 Su-30SMs, a localised version of Su-30MKI, for the Russian Air Force.[33] The Su-30SM is considered as 4+ gen jet fighter.[34][35][36][37][38][39] The new version has been upgraded based on Russian military requirements for radar, radio communications systems, friend-or-foe identification system, ejection seats, weapons, and other aircraft systems.[40][41] The aircraft is equipped with the Bars-R radar and the wide-angle HUD.[32][41][42][43][44] A contract for 60 of the multirole fighter was signed in March 2012 with delivery by 2016.[45] On 21 September 2012 Su-30SM performed its maiden flight.[46]

Aren't their still sanctions on iran to buy weapons?

no , obviously that was the point of the nuclear negotiations , to give iran an opportunity to buy toys , instead of an actual nuclear warhead

Why buy and import when you claim you do have massive local manufacturing? It is easier to admit that you don't, and better buy in case harsher sanctions are reimposed soon.

Not at all. The point of negotiation was for Iran to keep its nuclear technology and decide later in future if it wants to build nukes or not. And also to buy toy manufacturing factories. Not toys themselves.

Why buy and import when you claim you do have massive local manufacturing? It is easier to admit that you don't, and better buy in case harsher sanctions are reimposed soon.

the joker army can finally retire the F-14s, the iranian armed forces look like an utter joke its so shocking. i'm glad for there own humility they've reached this deal, I bet whenever a US Navy personal looks over the gulf and see's an iranian vessel they think to themselves ''i remember grandpa manning the ship''.

Not at all. The point of negotiation was for Iran to keep its nuclear technology and decide later in future if it wants to build nukes or not. And also to buy toy manufacturing factories. Not toys themselves.

Are you saying that in your view the provisions of the treaty preventing Iran from building nuclear weapons are time-limited, and that Iran may at some point in the future build weapons because the treaty provisions permit it, or that they will have lapsed?

This agreement is time limited and even the NPT allows members under its article 10 to withdraw from the treaty. Even without that, there is nothing that binds Iran to remain in it except the same old sanctions coming back (snap back sanctions according to agreement), if at all.

And it was not like Iran is going to go to a nuclear war tomorrow so Iran never needed a stockpile of nukes. All it needed was to develop and keep the technology enabling Iran to remain a threshold nuclear state (a state that has the technology to build nukes and the reason it has not yet done so is because a political decision has not yet been made to that effect). That is exactly what this deal has guaranteed. Along with the bonus that the sanctions are now gone and Iran got its dues back.

The deal was very favorable to Iran.

Though I think if the situation in middle east had not gone the way it has gone with all these zombies and cannibals roaming around, Iran would never have got such a deal since, this messy situation put pressure on Western world to choose between a more powerful Iran and the cannibal zombies. With cannibal zombies having started attacking Western cities, the West run out of options. They had to settle down and accept a more powerful Iran.
