After 2003, 2 million people left Iraq and settled in Syria. when the Syrian civil war kicked off many of these Iraqis refused to escape yet again, so they took up arms and these militia groups gained foothold in Syria. Sure some others joined them from abroad but that was also their 'home' in a way by that time.

That said, they were combating Islamist shits and they did quite a good job. Iran should be giving them heavier weapons

Well Bashar is in charge, so he is responsible for the atrocities carried out by the SAA. He can't be ignorant of what his own army & intelligence services are doing.
