Not really. If anything, western regions of Iran speak Azerbaijani and Kurdish. Arabic won't come even third as I believe the population of Lurs in the western regions of Iran is more than Iranian Arabs. Khuzestan itself that has the largest Arabic presence in Iran has more Persians and Lurs than Arabs these days. Arabs are about 1.5% to 2% of the Iranian population, Turks and Kurds together are like 30% of Iran's population.Western Iran is mostly Arabic speaking.
