Iran exports coal to Pakistan!!

Pak has one of the biggest coal reserves why would they import from Iran?

it is wet/moisture and dirty coal with very low energy contents.

that coal certainly can't be used in industry like steel factories , but i still can't see why it can't be used for producing electricity after dried up or be used to produce heat in homes in rural area that they still use wood, or used for example to produce cement or bricks
