1st off NASA's 2016 budget was $19 Billion USD so a $1 Billion USD budget for the space program of a country the size of Iran is absolutely nothing!
With a budget of $71 Million USD a year you will never be able to have a real space program and maybe that's exactly why Iran now only has 1 research satellite in space right now that probably doesn't even work!
Having a $71 million USD space program means you don't really have a space program!
Means you don't have any advanced R&D projects, you don't have any plans on sending anything of any value to space, you don't have any plans on building any real usable satellites, you aren't building any new facilities and in fact you aren't building nothing...

SO $71 Million USD budget is absolutely absorbed! It just shows we are broke right now... And to top it off I believe you are mistaken because the budget for Iran's space program has been split between different organizations

how about this, the day after Iran puts a 500kg working communication satellite in GEO is the day I'll be ok with a manned space program NOT before!
And if you think 500 kg is a lot then check again because that's only 1/10 the size of Turkey's TurkSat that has mass of approximately 4,910 Kg (~10,000 lb)
Sending a man 175km up would have put Iran's Space program on the map 50 years ago but not anymore! Today it is far more impressive to put a sat in GEO than to put a man 175km up!

Even AZERBAIJAN has a satellite in GEO so for Iran to spend it's recourses on building a space suit, a space craft & a carrier rocket all while it doesn't even have a single satellite in GEO is absolutely absorbed!

You want Iran to spend one BILLION dollars? One BILLION? Are you ok? That is almost as much as India, who spend $1.2 billion. And they have 5 times the size of our GDP nominal wise, 9 times bigger by PPP! Not to mention their 15 times bigger population! Iran spending $1 billion on a space program is nothing but an unrealistic, irresponsible and wishful dream!

Newsflash VEVAK, you being "ok" with a manned space program for Iran has no bearing on who makes the decision. And a good thing too. A 500 kg satellite in GEO is FAR more difficult than putting ONE man into SUBORBITAL space. Putting a man in space is by no means a trivial accomplishment that everyone will ignore. Otherwise, it would be more than just 3 countries that have achieved it!

My point is that a manned space program isn't much of a delay. The simorgh could probably do it, when they get it working. And that could also be used to launch satellites.

Those countries couldn't send a strand of hair to GEO! They don't even have an operating SLV! They send their satellites up using Russian or European SLVs. So stop dreaming and LOOK - 5 ton satellites in GEO are not coming any time soon. We might as well get this HUGE achievement of a man in space, since we can get it much sooner! GEO can wait.
