DUBAI (Reuters) - The Chinese and Iranian foreign ministers on Saturday signed a 25-year cooperation agreement between the two allies in a ceremony carried live on state television.

“Our relations with Iran will not be affected by the current situation, but will be permanent and strategic,” Chinese Foreign Minister Wang Yi was earlier quoted by Iranian news agencies as saying.

“Iran decides independently on its relations with other countries and is not like some countries that change their position with one phone call.”


Wang met President Hassan Rouhani ahead of the signing of the agreement, which is expected to include Chinese investments in key sectors such as energy and infrastructure.

The accord is an example of “successful diplomacy,” Rouhani’s adviser Hesameddin Ashena was cited by Iranian media as saying. “A country’s strength is in its ability to join coalitions, not to remain isolated.”

Saeed Khatibzadeh, an Iranian foreign ministry spokesman, said the document was a “roadmap” for trade, economic and transportation cooperation, with a “special focus on the private sectors of the two sides.”


China, one of Iran’s largest trading partners and a long-standing ally, agreed in 2016 to boost bilateral trade by more than 10 times to $600 billion over a decade.

Its commerce ministry said on Thursday that Beijing will try to safeguard the 2015 Iran nuclear deal and defend the legitimate interests of Sino-Iranian relations.

The United States and the other Western powers party to the deal are at odds with Tehran over which side should first return to the accord, which was abandoned by former U.S. President Donald Trump in 2018.

TEHRAN, Iran — Iran and China on Saturday signed a 25-year strategic cooperation agreement addressing economic issues amid crippling U.S. sanctions on Iran, state TV reported.

The agreement dubbed the Comprehensive Strategic Partnership, covers a variety of economic activity from oil and mining to promoting industrial activity in Iran, as well as transportation and agricultural collaborations, according to the report.

No additional details of the agreement were revealed as Iran's Foreign Minister Mohammad Javad Zarif and Chinese counterpart Wang Yi took part in a ceremony marking the event.

The deal marked the first time Iran has signed such a lengthy agreement with a major world power. In 2001, Iran and Russia singed a 10-year cooperation agreement, mainly in the nuclear field, that was lengthened to 20 years through two five-year extensions.

Before the ceremony Saturday, Yi met Iranian President Hassan Rouhani and special Iranian envoy in charge of the deal Ali Larijani.

Saeed Khatibzadeh, spokesman for Iran's Foreign Ministry, on Friday called the agreement "deep, multi-layer and full-fledged."

The deal, which had been discussed since 2016, also supports tourism and cultural exchanges. It comes on the 50th anniversary of the establishment of diplomatic relations between China and Iran.

The two countries have had warm relations and both took part in a joint naval exercise in 2019 with Russia in the northern Indian Ocean.

Reportedly, Iran and China have done some $20 billion in trade annually in recent years. That's down from nearly $52 billion in 2014, however, because of a decline in oil prices and U.S. sanctions imposed in 2018 after then-President Donald Trump pulled the U.S. unilaterally out of a nuclear deal between Iran and world powers, saying it needed to be renegotiated.

Iran has pulled away from restrictions imposed under the deal under those sanctions in order to put pressure on the other signatories — Germany, France, Britain, Russia and China — to provide new economic incentives to offset U.S. sanctions.

Chinese Foreign Minister Wang Yi and his Iranian counterpart Mohammad Javad Zarif have signed a 25-year comprehensive strategic partnership agreement, marking a milestone in bilateral relations between the two countries.
The two diplomats put their signatures on the document in Tehran Saturday in a ceremony carried live on national television.
Wang and Zarif also marked "half a century of friendly dilomatic relations" by opening an exhibition of documents on the two countries' bilateral ties.
Wang said China's relations with Iran will be "permanent and strategic" and will not be affected by the current situation.
“Iran decides independently on its relations with other countries and is not like some countries that change their position with one phone call,” he said in his meeting with Ali Larijani, an advisor to Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei.
Referring to historic and friendly relations between Tehran and Beijing, Wang stressed the importance of bilateral cooperation within the framework of the 25-year strategic partnership agreement and expressed his satisfaction with the deal’s finalization.
The two sides further explored ways to develop political, economic and strategic ties, underlining the need for close consultations between the two countries to promote long-term cooperation.
The top Chinese diplomat who is in Tehran for a two-day visit also met with Iran’s President Hassan Rouhani.

Why should Iran take the first step when the US left the agreement ?
