You missed one major point, We were not nuclear power state in 65 and 71. Kargil was a localized campaign and we never owned soldiers fighting there, until we got exposed and have to withdraw and face international embarrassment.

You can call it a civil-military conflict at a certain point in time but they wore our uniform right??

Nobody give a fk about conventional war, but when you have 2 nuclear power at each other's throats, world will go mad and may try to force some kind of compromise.

Actually we need to market it properly and IK has started because no one would be doing any favours to Pakistan rather to themselves as Kashmir is a nuclear flash point and subcontinent has approx. 250-300 nukes and even if half of those get used then the world can good bye to 90% of mankind in 2-3 months.. So if Beijing intervenes it does so to safe itself as nuke exchange in the region will directly affect it and same goes for other countries.

Does that mean anything killing Indian army can be called a Pakistani force? well, this might not help Kashmiris with their self-esteem and passion for the fight of freedom. Truthfully there are three categories of the populace out there in Kashmir. First who think They would like to be governed by the Indian Government, Second there are people who say they should be left on their own for self-governance on both sides of the Line of Control. The third is the category that we call Mujahideen (funded by Pakistan and the Muslim World), who are of the view that Pakistan helps them refuting Indian Slavery. Buddhists, Muslims, and Hindus? isn't there an amalgamation of these three faiths? So it's not a war based on religion it's for an independent state. Even if the Pakistani Army Put up a fight, what logical grounds would it use a premise to start it? Muslim Brotherhood? It's very complicated and frustrating.

What can be the Possibilities for a new international Role? Do you think Washington would need to take a lead? Can Moscow Help in Delhi and Beijing in Islamabad??

No help is coming my friend, not at least now - not even muslims are standing up from us from all over the world. this is our war and we have to fight ourselves - As @Max said International bodies will only intervene once we are in a total battlefield and please understand international bodies will not intervene to help the Kashmir issue but save themselves from global crises the world will face because of nukes.

No that will not happen.
Pakistan and Indian nukes are not large enough and many more like thousands will be required for any chance of a nuclear winter.
