The ISI does sterling work against immense obstacles against numerous enemies
We all respect the ISI for that
However I think its too much to ask the ISi to deal with external threats like india AND at the same time deal with a myriad of internal security issues like Rizvi, PTM etc
We need an FBI type organisation that works hand in hand with the ISI but tracks our internal issues..
Pakistan has IB(Intelligence Bureau) tasked with domestic intelligence operation.
1.) The majority of the ISI's wings are internal-focused.
2.) We also have the MI, which works internally but is of course more focused on military affairs.
3.) We have the IB and the FIA at the Federal level.
4.) We have the police, with its various departments (CTD, Special Branch, etc.) at the Provincial level.
5.) We have paramilitary (FC, Rangers, etc.) as well.
What we really need is a major reorganization that:
a.) spins off the ISI's external wings into a new foreign-focused intel agency headed by a 3-star (the internal wings remain under the existing DG-I, also a 3-star)
b.) merges the IB, FIA, CTDs, etc., into one federal FBI/FSB/Shabak-style organization free of political interference with separate departments for:
-organized crime
-complex financial crime
-counter-terrorism (some overlap with the ISI)
-counter-intel (some overlap with the ISI)
c.) raises dedicated riot control wings in the paramilitary organizations with specifically picked officers and soldiers that do not have radical/extremist views, so they can effectively battle uneducated mullahs destroying private property and disrupting public life
This will result in the perfect balance of power. I've thought about this in-depth.
