Intelligence agencies caution Punjab against revival of militancy

New Delhi: At a meeting this morning, Home Minister Sushil Kumar Shinde reportedly warned Punjab Chief Minister Parkash Singh Badal about a new wave of militancy threatening the state.

This follows an assessment of the security agencies on the sudden rise of radical elements in Punjab after decades of peace.

Top government sources have told NDTV that the Prime Minister and the Home Minister have been briefed by intelligence agencies that the efforts to revive terrorism in Punjab are originating in European countries by a section of the Sikh community settled abroad; they are reportedly being aided by Pakistan. The propaganda, including recruitment drives for militant groups, is being disseminated over the internet.
Last month, more than 28 years after he led Operation Bluestar to flush out pro-Khalistan militants from the Golden Temple, Lt General Kuldeep Singh Brar was stabbed by four men in London. The 78-year-old has since returned home to Mumbai.

There is also a growing controversy over the move by the Shiromani Gurudwara Parbandhak Committee (SGPC), which handles the administration of several key gurudwaras and is considered the parliament of Sikhs, to build a memorial within the Golden Temple as tribute to those who were killed during Operation Bluestar by the army.

The Home Minister has publicly stated that he will not interfere with the plans for the memorial - a statement that attempts to deflect criticism that the union government trespasses often on the autonomy of state governments.

Punjab Chief Minister Prakash Singh Badal is considered to a moderate leader and has refused to comment on the memorial. His son, Sukhbir, who is Deputy Chief Minister, said that the memorial will be a gurudwara and there are no plans to inscribe on the walls the names of the militants who died during Operation Bluestar. The BJP, which partners with Mr Badal in governing Punjab has expressed its reservations about the memorial.

"As of now what we are witnessing is remnants of the pro- Khalistani terrorist groups being reactivated," a senior security official told NDTV. "While it is still early days, a political initiative to quell any further rise of radical ideas in Punjab is urgently required," he added.
"Our assessment shows that that Punjab Police is capable of dealing with the situation and there no need to hit the panic button as yet but ignoring it could have serious consequences in the long run," the officer told NDTV.

More than the fact that radical Sikhism seems to be finding takers among a section of the youth and some disgruntled elements, what is bothering New Delhi is that there seems to be a political drift on how to deal with efforts to restart terrorism in Punjab. New Delhi hopes that Punjab will be able to come up with an effective political response to dissuade youth from accepting these ideas.

As a starting point, the Centre wants Mr Badal to send a clear message and explain to all stake holders including the SGPC that extreme political views will damage the image of the state and its economy.

On its part Indian security and intelligence agencies have already alerted friendly foreign countries and sought information about the attempts to restart the hate and terror campaign "Most of the countries we have approached are ready to cooperate and have already started sharing critical information on suspects who are trying to revitalize terrorism in Punjab," the officer told NDTV.

Intelligence officials say that is a marked change from the 1980s and the early 1990s when most countries were not keen to help India and some had even extended political asylum to the militants.

Revival of terrorism in Punjab: Shinde warns Badal
NEW DELHI/CHANDIGARH: Punjab Chief Minister Parkash Singh Badal has been cautioned by Union Home Minister Sushil Kumar Shinde against revival of terrorism in the state.

Badal had attended a meeting with the Home Minister while on his visit to New Delhi.

Security agencies, after an assessment of the situation in Punjab, have warned of a surge of radical elements once again in the state.

As per sources, Prime Minister Dr Manmohan Singh and Home Minister have been informed by the intelligence agencies of the efforts being made by extremists in the European countries to revive terrorism in the state. The radicals are reportedly being provided help by Pakistan.

There are numerous websites on the internet which are calling forth the youth for recruitment in militant groups as part of the Khalistan movement.

The Home Minister's warning comes in the wake of attack on Operation Bluestar commander Lt General Kuldeep Singh Brar by four men in London.

Even after 28 years since the pro-Khalistani militants were flushed out by the Indian Army from the premises of Golden Temple, a greater part of the Sikh community living abroad still holds the Army responsible for the desecration of the Akal Takht, their holiest shrine.

Another controversy which has further added fuel to the already fiery situation is the ongoing construction of the Bluestar Memorial by the Shiromani Gurdwara Parbandhak Committee (SGPC), in memory of those killed during Operation Bluestar.

Even though the Punjab government has stated that it has nothing to do with the memorial as the SGPC is a religious organisation, however, the fact needs no mention that the SGPC is run and fully controlled by the Badals.

Widely known as a moderate, Chief Minister Parkash Singh Badal has always maintained silence over the memorial even as his son Deputy CM Sukhbir Badal has made it clear that the Bluestar Memorial would be a gurdwara inside the Golden Temple complex. He further clarified that no names of those killed during the Operation Bluestar would be inscribed on the walls.

Bharatiya Janta Party (BJP), the political ally of Shiromani Akali Dal (SAD) has also expressed its reservations about the memorial.

Punjab, in March this year, had also witnessed a massive upsurge in support for the Khalistani propaganda when thousands flooded the streets protesting against the execution of Balwant Singh Rajoana, former Punjab Chief Minister Beant Singh’s assassin.

The then President Pratibha Patil had put a stay on Rajoana’s hanging after Punjab CM and Deputy CM had rushed to New Delhi seeking clemency for the assassin.

A senior security official, on condition of anonymity said while it is still too early to come to a conclusion but pro-Khalistani activists have once again become active and Punjab government has to put a stop to the spread of radical ideas in the state.

“Even though Punjab police is capable enough of dealing with any ugly situation, yet one should not ignore these things,” he added.

The Centre is unable to find out a solution on how to deal with the efforts to revive terrorism in the state. Another issue bothering the Centre is that radicalism is finding takers among a section of the youth.

Union government expects that Punjab will come with an effective mechanism to dissuade the youth from accepting radical ideas. To begin with, Centre wants Punjab Chief Minister to convey the warning clearly to all the religious and panthic organisations, including SGPC, as radical views will damage the state’s image and economy once again like the dark era of militancy in the 1980s-90s.

Indian security and intelligence agencies have already approached foreign countries for cooperation to deal with attempts to revive the hate campaign. The officer disclosed that most of the countries are already providing vital information about the suspects.

The situation is remarkably different from the 1980s and 90s when other countries were not ready to cooperate and had even granted political asylum to the Khalistani militants.

=)) well then it means ISI is coming back in Action =)) damm indians =)) they day when indian wll come out of pak fear this world will be a peacefull place :D 60 % of problems on this earth wll be solved without even talking its the fear which drives them crazy and they support terrorism in other countries

There might be some stray incidence but it is impossible to revive the militancy. It is not happening, days of terrorism have gone.
