These were unarmed civilians probably belonging to a political factions which generals declared undesirable. And remember an army general is not answerable to anyone in Pakistan.
BTW these left leaning political movements springs up when Army block or try to engineer the mainstream political process. May be these people find no hope in army backed PPP. Remember 1971 here, Awami League was not a extremist left leaning party, until it was forced into that direction by generals.
Unarmed civilians should be arrested and prosecuted and given a fair trial for their crimes. Even occupier British forces did not arrest assassinate Jinnah for asking a separate country.

British after WW2 were too weak, they thought it is better to give them independence, and rules them by using their own influence.
