Brief history
The formation of the alliance was initiated by the Kingdom of Saudi Arabia and was announced by His Royal Highness Prince Mohammed bin Salman Al Saud, Crown Prince and Minister of Defense of the Kingdom of Saudi Arabia, in December 2015, with the aim of uniting the efforts of Islamic countries in the face of terrorism.
At a meeting in Riyadh in March 2016, the Chiefs of Staff of the Islamic States affirmed their intention to intensify their efforts in the fight against terrorism through joint action according to their capabilities and at the desire of each Member State to participate in initiatives or programs within the framework of the Islamic Alliance To combat terrorism in accordance with the policies and procedures of each State and without prejudice to the sovereignty of the States members of the Alliance. They also stressed the importance of activating the start of the coalition through a meeting of defense ministers of the member states.
Strategic goals
- To increase the level of contribution of the countries of the Islamic world to the maintenance of international peace and security by providing added value in international efforts to combat terrorism
- To promote Islamic solidarity and cooperation and brotherhood between the Islamic member states of the Alliance, so as to stand in line with the attempts of terrorist groups to destabilize the security of Member States or to distort the image and permissibility of Islam and Muslims.
- Fighting violent extremist ideology and manifestations of extremism in the countries of the Islamic alliance through the campaigns of counter-intellectual refutes and invalidates this thought and contribute to frustrate the will of leaders and followers of this thought.
- To maintain the correct Islamic belief and spread the values of Islam, such as mercy, justice, peace, and coexistence among all races regardless of their religions, creeds and ethnicities.
- Combating the financing of terrorism through cooperation between Islamic countries, with the countries of the world, and international legitimacy, to abide by international conventions and to develop legal, regulatory and operational frameworks.
- To establish a strategic partnership of cooperation between the countries of the Islamic alliance on the one hand and between them and the countries of the world and international organizations on the other hand to exchange experiences and information on the war on terror.
Areas of work
Intellectual
To preserve the universality of the timeless message of Islam, with emphasis on Islamic principles and values such as moderation, tolerance and compassion, and to counter the theories and theses of terrorist thought by clarifying the right truth of Islam and bringing about the intellectual, psychological and social impact to correct these extremist terrorist concepts.
- Promote pride in Islamic principles, teachings, culture and heritage.
- Achieving the desired consensus in the proper understanding of religious principles.
- Promote the values of moderation and moderation advocated by Islam, through a local approach that appreciates the lives of individuals and welcomes diversity and diversity.
- To achieve a wide positive impact on the intellectual, psychological and social levels related to combating terrorism in the Islamic world.
Media
Develop, produce, and publish factual, scholarly, and compelling editorial content for use in alliance platforms and media channels or from third parties to expose and defeat media propaganda of extremist groups, instil hope and optimism, and measure impact on mentality and behavior.
- Fighting the media discourse of terrorist organizations and their temptations, revealing their excesses, and transferring the experiences and suffering of victims of terrorist groups and repentants.

Military
Assist in the coordination of resource security and planning of military operations to combat terrorism in Member States, facilitate the safe exchange of military information and encourage Member States to build military capabilities to combat terrorism in order to deter violence and terrorist attacks.
- To strengthen an effective system that deters hostile acts of terrorist organizations and stops its efforts to harm States, communities and individuals.
- To fill the gaps and shortcomings in the military capabilities in the field of combating terrorism among Member States.
- To integrate military activities to combat terrorism, woth intellectual and media fields.
- Provide assistance, support and assistance to Coalition members in their military efforts to combat terrorism and assist them in coordinating their operations.
- Building a framework to assist in building military capabilities, training programs, and sharing of knowledge and expertise related to combating terrorism between Member States and supporting States.
- Provide a platform that enables Member States to exchange assistance and obtain the support of partners and supporting States in the field of building the military capabilities of Member States in the fight against terrorism.
Combating the financing of terrorism
Cooperation and coordination with the relevant authorities in combating terrorism financing in Member States, promoting best practices, developing legal, regulatory and operational frameworks, and facilitating the exchange of information to support the prevention, detection and capture of terrorist financing.
- Promote best practices and build the capacity of Member States to combat the financing of terrorism.
- To promote a supportive environment for the exchange of information on the fight against the financing of terrorism between Member States, supporting States and international organizations.
- To assist the competent authorities in the fight against the financing of terrorism in Member States to possess appropriate mechanisms for the prevention, detection, reporting and prosecution of terrorist financing operations.
- Developing legal, regulatory and operational frameworks related to combating the financing of terrorism and activating them in Member States.

The alliance/coalition, will optimistically within 5 years prove its effectiveness regardless of who wants to interact. The coalition will prove within 10 years that it is a real force and changes its functions according to the data.. And then everyone will interact with it because it is a safe haven for joint safe work.. and the ones who are reticent in joining now will do so eventually because they will know that their security, safety and interests are with the coalition..
Work and foundation are at the beginning and the Alliance has a brilliant future with 5-year, 10-year and 15-year phased plans, after the eradication of terrorism it will be the basic nucleus for building a strong Islamic force of a true Islamic alliance not only against terrorism but for countering any aggression..
