Indonesia starts construction of high-speed rail line

We have international NGO like WWF and others in here and Indonesian media will always monitor the development. Every development in here must get clearance from environmental side effect analysis in which in Indonesian language we say it as Analisis Dampak Lingkungan clearance.

I hope the next project for Jakarta-Surabaya.. be handled by japan. So Indonesia could has both, HSR and Shinkansen techonology. Eventough the 1st generation of HSR was Shinkansen itself.
 
Great news. However, will there be enough ridership to recover the cost? Taiwan's high speed rail is in deep debt.

From photos above, it seems that CRH350, the standardised Chinese multiple units will be used.
Or perhaps the CRH250 version of CRH350?

China already one step ahead in this game. They already decide to use train and system that compatible for Jakarta-Surabaya HSR in Jakarta-Bandung project.

China standards are open, compatible to all major high-speed rail systems.
If u use Japan's railway standards, then u can't use other products on that railway, which will pose serious maintenance problems in the operation, as in the case of Taiwan HSR.

Great news. However, will there be enough ridership to recover the cost? Taiwan's high speed rail is in deep debt.
I cannot find any project worse than that case in East Asia and ASEAN so far.

Indonesia broke ground Thursday on a joint project with China to build Southeast Asia's first high speed rail service, linking Jakarta with Bandung in West Java.

The 142.3 kilometer railway worth US$5.5 billion is being constructed by PT Kereta Cepat Indonesia-China, a joint venture between an Indonesian consortium of four state-owned companies and China Railway International Co. Ltd.

The groundbreaking ceremony was presided over by President Joko "Jokowi" Widodo, who signed an inscription on a large stone in Walini, a West Java town and location of one of the railway's eight stations.

The rail deal was signed in October after Indonesia selected China over Japan for the three-year project. China agreed to complete railway without using Indonesian government money or requiring a government guarantee for loans. Indonesian companies have a combined 60 percent stake in the project.

Jokowi said not using the state budget for the rail project in heavily populated Java meant money wasn't taken away from infrastructure projects in other parts of Indonesia, a sprawling archipelago.

He said other railways are under construction in Sumatra and Sulawesi while others are planned for Papua and Kalimantan.

Also on hand for the ground breaking was Chinese State Councilor Wang Yong who arrived Wednesday and also will meet with Jokowi.

The trains are expected start operating in early 2019 with speeds of 250 kilometers an hour, and a fare of about $16 for a journey of about 40 minutes. The existing trains to Bandung take about three hours and cost about $8.

The Jakarta-Bandung line is part of a 750-kilometer high-speed train plant that would cut across four provinces on the main island of Java and end in the country's second largest city of Surabaya.

Several Southeast Asian countries are looking to replace or update aging rail networks, provoking fierce commercial competition between Japan and China which have expertise in developing high speed trains. A line linking Singapore with Kuala Lumpur in Malaysia is expected to be finished in 2020.

Jokowi who came to power in late 2014, has ambitious plans to improve Indonesia's infrastructure, which could boost manufacturing and create hundreds of thousands of new jobs.

The Indonesian state-owned companies in the joint venture with China are construction company PT Wijaya Karya, railway operator PT Kereta Api Indonesia, toll-road builder PT Jasa Marga and plantation company PT Perkebunan Nusantara VIII.

I cannot find any project worth than that case in Far East and ASEAN so far.
Taiwan HSR is probably the very first export of Japanese HSR. Whoever works with Japan for HSR project should watch closely on how Taiwan HSR works out. I was surprised that few have talked about it here.

For this HSR project, I am pleasantly surprised with Indonesian efficiency. I hope Indonesia becomes the power house in Muslim world.

It is not just about debt, but also technology(not very suitable to Taiwan's environment), Japan's refusal of sharing technology, overpriced maintenance, incompatibility to European products, etc.

  在台湾高铁因巨额债务而进入“破产倒计时”之际,台湾《经济日报》于11月23日刊登了一篇题为《高铁系统更新 日商开价百亿》的报道。据称,台湾高铁第一个大规模更换的系统为列车营运的神经中枢——行车控制中心系统,日方报价狮子大开口要价100多亿元新台币(约合19.66亿元人民币)。
台湾高铁采取日本新干线系统,其核心机电系统包括列车、行控、号志、通讯、电力、轨道等,当年采购金额达一、二千亿元新台币,其后续维修零部件、列车采购与系统升级全赖日本供应,“让日本予取予求”,“任其宰割”,导致台湾高铁虽班班客满,却连年亏损,岛内专家对此表示深重忧虑。

  作为日本新干线技术出口到海外的唯一成功案例,台湾高铁自开通运营仅三年就由于巨额亏损和财务压力几近破产。为此,台“交通部”提出高铁财务改善方案,希望通过延长特许年限、增拨财政补贴以及资金转换偿还等方式,纾解破产风险。不过,随着财改方案于今年1月在“立法院”遭到否决,台湾高铁失去最后的“救命稻草”。台湾“交通部长”叶匡时、台湾高铁董事长范志强先后宣布辞职。新任“交通部长”陈建宇表示,台湾高铁破产问题短期内就会引爆,他不期待有新的财改方案,接管是唯一要务。最近台湾《联合报》曝出台湾高铁因财务窘迫不补充人力,导致每名员工工时高达每月200小时上下的过劳情形,台湾高铁的财政困境可见一斑。

  台湾高铁是连接台北与高雄的高速铁路系统,始建于1998年,2007年1月正式通车,全长345公里,兴建成本高达4500亿元新台币(约合884.7亿元人民币),是岛内最大规模采取BOT(建设-经营-转让)模式的公共工程。民营的台湾高铁联盟(后改组为台湾高铁公司)于1997年以较低的竞标价格和无需政府资金的承诺获得该高铁项目,负责兴建、营运。台湾高铁在建设之初就为如今的困境埋下了伏笔。由于高铁造价突破预算,且原定的资本金不能足额到位,1998年受东南亚金融危机冲击,台湾高铁即陷入资金困难,加上台湾整体经济乏力,即使在开通7年后,实际日平均运量还不足预估的一半。在巨大的财务压力下,台湾高铁只好向台国营公司筹借资金,项目面临高昂的银行利息和折旧成本。到投入运营时高铁公司的资产负债率已经高达80.7%。去年6月,台湾高铁董事长范志强坦承,台湾高铁通车7年以来,“从来没有赚过钱”。截止去年12月,资本额仅1053亿元新台币的台湾高铁累积亏损竟高达500多亿元新台币。而这一财务困境其中很大一部分原因,归根到底还是一些人为的非技术因素,严格来说,这是引进日本系统所带来的后果。

  日本和台湾当局秘密商讨政经交换,致使台湾高铁放弃欧洲系统,改以日本新干线为主

  台湾高铁联盟在机电标部分原本是与欧洲系统签约的,但在1999年部分工程已经正式开始后,却突然转成了以日本新干线技术为主。媒体披露原由是日本采取政治拉拢手段,时任东京都知事的石原慎太郎、自民党参议员村上正邦和前运输大臣平沼赳夫先后访问台湾,与台领导人秘密商讨政经交换。台湾政坛传李登辉为拓展日本关系,向台湾高铁施压,主导了台湾高铁必须融日本参与,并特别要求台湾高铁把车辆、信号等改换成日本新干线系统。台湾高铁公司只好采取平行议约,给予欧洲高铁联盟、日商台湾新干线企业联合公平竞争,1999年6月发出《机电系统采购邀标书》给日本新干线厂商。此举遭欧洲高铁联盟反对,经过5个月协调,核心机电系统于1999年12月28日决标,日本新干线公司拿到了核心机电工程合约,金额高达950亿元新台币(约合186.77亿元人民币),其后又陆续拿到了另外590亿元新台币(约合115.99亿元人民币)的轨道铺设工程。

  台湾高铁因违约陷入法律纠纷,被迫支付欧洲高铁联盟高额赔款

  由于台湾高铁联盟是在最后时点才突然改以日本技术为主,违反了先前与欧洲高铁联盟的合约。欧洲高铁联盟向国际商会申请仲裁,台湾高铁要赔偿6500万美元(按当时汇率约合21亿元新台币),这笔钱,台湾高铁表示由全体股东,包括行政院的开发基金共同承担,高铁项目机电系统的预算由793亿台币增至950亿台币。这无疑给本身自有资金不足的台湾高铁带来更大的财务危机,台湾高铁只能依靠更多贷款和其他债务,而这些贷款大多来自私营银行,不少贷款利息高达8%,导致台湾高铁从最初就背上了沉重的债务负担。

  欧日混血技术格局,大大增加了工程成本和延后通车成本

  由于总体方案修改仓促,同时又要给欧洲也留一杯羹,台湾高铁的部分细节设计、信号和机电系统仍然使用欧洲规格,形成了“欧日混血”的技术格局。据台湾高铁人士披露,在工程调试中发现,两种系统不兼容与冲突的问题多达26项,由于往往涉及系统底层冲突,解决起来困难,耗资不菲而且导致工程进度一拖再拖,至少使建设期延长了一年以上,仅在工程成本与延后通车成本上就增加了不少于400亿元新台币。而在财务成本和运营收入上的损失,同样惨重。去年8月,据台湾“铁道暨国土规划学会”发言人赖均韦表示,台湾高铁就因欧规、日规系统“混血”,对台湾高温多雨气候水土不服,造成道岔信号异常,高铁密集出错,影响大批游客。不仅如此,高铁系统提早损坏,且损坏频率越来越高,逼得台湾高铁只能“用教训买经验”。

  标准不兼容,技术上受制于人,运营成本居高不下

  相较于中国高铁标准,日本新干线的标准是封闭的,与欧洲系统不相兼容,这就意味着,台湾高铁系统由于一开始选择了新干线,那么以后也只能选择新干线。由此,台湾高铁在技术上完全受制于人,在重要零配件、列车采购及系统更新全部依赖进口,而无法更换的主要供应商恰恰又是在国际上一向以售后服务价格昂贵而著称的日本厂商,只能任人宰割,导致运营成本一直居高不下。台湾高铁公司董事长刘维琪也公开表示,台湾高铁系统来自日本新干线系统,很多零组件都必须向日商采购,在这样的情况下,也造成维修成本偏高。据台湾网友分享,“台湾高铁是日本在海外竞争的负面教材,日本高铁为何在世界上无法和大陆高铁竞争,最大的原因是日本技术拒绝传授……使用的权利金太高,拖累台湾高铁,是年年赔钱的主因。”

Chinese companies and their local partners in Indonesia must further study the high-speed rail projects in China's Hainan Island which has similar environment as Indonesia.

The route will pas several town not only Jakarta and Bandung, but also Bekasi, Cikarang, etc, They are all industrialized areas, beside that there will be new town as well being developed by PT Perkebunan Nusantara in Walini.

Land in Jakarta is already too expensive though for living.

Surabaya is fat route, but I believe government will still prefer China for Jakarta-Surabaya route for several reasons, particularly because China has already started it first with a very good deal in Indonesian side. Without Jakarta-Bandung route, fat Jakarta-Surabaya route cannot be realized. There is morale and friendship consideration for this one.
 
This will be the first among many. I dream of HSR connecting Indonesia from West To East; Bandah Aceh to Irian Jaya ! :)
