Centre to amend UAPA, bring in new clause
The government is all set to amend the Unlawful Activities (Prevention) Act (UAPA) to bring in a clause that would pave the way to “designate individuals” along with terror organisations under the “banned list of entities.”

Presently, there is no provision for an individual, suspected of having terror links making it to the list of terrorist entities banned, maintained centrally by the Ministry of Home Affairs (MHA). Under Section 35 of the UAPA, there are 38 groups in the list of banned terrorist organisations, the latest one to have been added being the Islamic State (IS).

Offences outside India

An official said the law change would cover the case of an individual not being associated with any terrorist organisation but committing an offence outside India.

“An individual may be involved in terrorist activity, but he may or may not be associated with any specific terrorist organisation. This amendment would make it easier for us to identify such individuals and designate them as terrorists,” said a senior Home Ministry official.

Another official said the arrest of Mehdi Masroor Biswas, a Bangalore-based computer professional and IS recruit Areeb Majeed, sparked a debate on listing of individuals under the “anti-terror list.” Biswas was arrested for running a pro-IS Twitter handle.
 
It is good as people can be closely monitored and will be refrain from doing anything anti social..

Actually its for those who are Anti Nation and indulge in terrorist activities. We are victims of cross border terrorism since decades.

Ideology is something cannot be sensed... you will disclose only on the closed one... but still these laws can track certain anti nation elements...

Terrorism does not fall in the category of organised crime, as the dominant motive behind terrorism is political and/or ideological and not the acquisition of money-power. The Indian experience, however, shows that the criminals are perpetrating all kinds of crimes, such as killings, rapes, kidnappings, gun-running and drug trafficking, under the umbrella of terrorist organisations.

Organised Crime is different from terrorism. In terrorism, terrorists works like sleeper cells and indulge in bombings and they get training, funding and even intelligence and these elements are part of wider proxy war.

I am aware of that but I do not know why you initially mentioned organised crime as we were focusing scrutinizing individuals on terror charges...
