CCS has cleared just three days back.All deals cleared by CCS have a 100% success rate in past 20 years.Only reason FGFA is stuck is because the Russians like Chinese lack the real know to make stealth aircraft.Only Americans know it.

Also why would Modi/Putin speak about it when price negotiations are still going on.India first expressed interest in S-400 in October 2015 and began talks in November so it's not possible for a deal of this magnitude to be signed so soon.
BRW Pakistanis said the Same thing for Apache/Chinook deal and P-8 in past.Only for these deals to be signed and implemented.

S-400 is not cancelled. Tor 1-M & S-400 will be built in India by Reliance in partnership with AlmazAntey.

I don't know about that. The HQ-9 and FD-2000 are Ukrainian (exSoviet) designs. Despite this as interim solution China still purchased the S-300 system. The System on offer to India has Isreali radar and newer hit to kill Russian missiles for the S-500 missile family. IE India will get S-500 likily before Russia. Russia has to weight on the radars, and has better progress on more powerful missiles. Israel proposed the FD-2000 to Turkey with Elta radar giving it better accuracy and ABM capability although limited.
This is a sale of S-500s to India. The Russians need to deliver on the missiles, the Indians with integrate with Israelis helps.
Gobal markets really do cook a nice egg.
