India is concerned about a vacuum developing in Afghanistan following the proposed withdrawal of the United States and Nato forces from the country, the chief of the defence staff said on Thursday.
General Bipin Rawat told a security conference that the worry was “disruptors” would step into the space created by the withdrawal of foreign troops from Afghanistan. He declined to name the countries that could act as spoilers.
President Joe Biden said on Wednesday that US troops would be withdrawn from Afghanistan starting on May 1 to end America’s longest war, rejecting calls for them to stay to ensure a peaceful resolution to that nation’s grinding internal conflict.
“Our concern is that the vacuum that will be created by the withdrawal of the United States and Nato should not create space for disruptors,” Rawat said.
India’s big worry is that instability in Afghanistan could spill over into occupied Kashmir where it has been fighting for three decades.
It is also concerned that Pakistan will gain a bigger hand in Afghanistan because of its long-standing ties with the Taliban, who are expected to play a dominant role once the United States leaves.
“There are many people looking for an opportunity to walk into the space being created,” Rawat said.
India invested $3 billion in Afghanistan on roads, power stations and even built its parliament following the ousting of the Taliban in 2001.
Rawat said India would be happy to provide more support to Afghanistan so long as peace can return.
Biden, in his announcement, also said that US objectives in Afghanistan had become “increasingly unclear” over the past decade.

India can always foot the bill for the US forces and they can stay indefinitely and suffer the causalities. Why suffer with sleepless nights Bipin just put your hand in the pocket and spend some money or send Indian forces to fill the vacuum after all India is a supa powa.

Indian Army Chief MM Naravane has ruled out any plans of sending troops on the ground in Afghanistan, reaffirming New Delhi's long-standing policy of "no boots on the ground".

In response to a question at his annual presser, General Naravane said, "as far as Afghanistan is concerned, there are no plans whatsoever to commit boots on the ground and neither do we envisage such a scenario developing in the near future".

This is not the first time such statement has come from India. In 2017, the then Indian Defense Minister Nirmala Sitharaman ruled out Indian troops on the ground. At that time, the Trump administration was keen India sent its forces.

NEW DELHI — India has ruled out putting boots on the ground in Afghanistan. The announcement came after delegation-level talks Sept. 26 between visiting U.S. Defense Secretary Jim Mattis and India’s defense minister, Nirmala Sitharaman.
Sitharaman said, however, that India’s efforts to build Afghanistan economically will continue. “We are also at the moment training their officials in good governance. India’s contribution has been there, and we shall expand if necessary,” she said.
At $3 billion in expenditures, India is currently the fifth-largest donor with assistance generally towards infrastructure products in Afghanistan, said an official of the Indian Ministry of External Affairs.
“We look forward to sharing some of our most advanced defence technologies through the Defence Technology and Trade Initiative,” Mattis said, however, he did not mention the sale of Guardian maritime drones to the Indian Navy, which the U.S. approved in June.
Rajeswari Pillai Rajagopalan a senior fellow at the Observer Research Foundation said, ”While the two may have discussed the drones, there was clearly no agreement or announcement about it. It may be that there are still issues to be worked out, such as how many, offsets clause, cost etc.”

India and the U.S. agreed to “refocus” on the Defense Technology and Trade Initiative, or DTTI, a mechanism initiated by the outgoing Obama administration with New Delhi to identify the co-development and co-production of high-tech weapons. The DTTI lost steam after the Trump administration came into power in January.
“We also discussed how to refocus and re-energize the Defence Technology and Trade Initiative as a mechanism to promote technology sharing as well as co-development and co-production efforts,” Sitharaman said.
A senior Ministry of Defence official said that “refocus” on DTTI will essentially mean only the F-16 Block 70 fighter aircraft on the table, and that there are no major weapon projects “on the horizon.”

Dhruva Jaishankar, a fellow in foreign policy at Brookings India, noted, “The DTTI is a process, not a project. It is meant to facilitate technology transfers in any area that India requires, and the US allows.”
