Multi-billion dollar buffalo meat trade, with exports falling in the last six months as traders run short of supplies and China lifts purchases from Brazil.

India is the world's biggest buffalo meat exporter and April-September shipments fell 13.2 percent from a year ago to 598,901 tonnes, although in value terms they plunged 15.5 percent to $1.89 billion, data from the Directorate General of Commercial Intelligence and Statistics showed.

Indian sales have also lost out to Brazil, the world's No.2 beef supplier, due to a sharper depreciation in the real currency that has lost 30 percent this year compared to only 3 percent in the rupee.

"Traditionally Vietnam sources most of its meat imports from India due to the freight advantage," said a Mumbai-based exporter. "(But now) even after factoring in our freight advantage, we can't compete with Brazil."

Several Indian exporters, however, are more worried about what could be permanent setbacks to trade as some politicians even call for a complete ban on the meat export industry, which generated about $5 billion in sales last year.

In 2014, the Meat and Livestock report prepared by the Australian Bureau of Agricultural and Resource Economics and Sciences stated that while a kilogram of buffalo meat from India costs around US $2.88, Brazil and Australia sell it at US $4.52 and US $4.73, respectively.

The same year India exported 1.56 million tonnes of buffalo meat popularly known as carabeef, bypassing leading exporting countries like Brazil and Australia which exported only 1.18 million tonnes and 1.07 million tonnes.

Muzaffarnagar: A court here has sentenced two persons to five-year imprisonment for slaughtering cows in Shamli district in 2007.

Additional district sessions judge Manoj Kumar yesterday convicted Israil and Monu and imposed a fine of Rs 1,000 each.

According to government lawyer Javed Ali, police arrested Israil and Monu during a raid and seized cow meat from their house in Azizpur village under Jhinjhana police station of Shamli district on August 20, 2007

India's exports of Animal Products was Rs. 30,137.08 Crores in 2015-16, the major products are Buffalo Meat (Rs. 26,681.56 Crores), Sheep/ Goat Meat (Rs. 837.76 Crores), Poultry Products (Rs. 768.72 Crores), Dairy Products (Rs. 754.20 Crores), Animal Casing (Rs. 17.02 Crores), Processed Meat (Rs. 6.18 Crores) and Natural Honey (Rs. 705.87 Crore).

The demand for Indian buffalo meat in international market has sparked a sudden increase in the meat exports. The main markets for Indian buffalo meat and other animal products are Vietnam Social Republic, Malaysia, Saudi Arabia, Egypt Arab Republic and UAE.

In term of export from India, Poultry Products and Natural Honey recorded 18%, and 32% growth respectively, during the financial year 2015-16 over the same period of last year. The major importing countries of these products were Oman, USA, Saudi Arabia, Japan, UAE and Germany etc.

Pollution Control Board had set January10 deadline

The animal waste dumped by Al-Kabeer in the open grounds adjacent to Eradanur tanda has not cleared despite the Pollution Control Board (PCB) issuing orders. The mechanised slaughter house Al-Kabeer was to clear the biological waste at the earliest.

The representatives of Al-Kabeer as on Wednesday were still getting the animal waste buried digging the plot and covering it with gravel instead of treating it in rendering plant. A police official who visited the village to check the complaint of the villagers on whether there was any adverse impact of pollution, admitted that it was unbearable. “I do not know how they are living here. It’s surely unbearable,” the police officer commented.

The villagers, who visited the dumping site, along with the police official showed how the animal waste was still there which was not sent to rendering plant as directed by the PCB.


“Why have the PCB officials failed in taking action against the Al-Kabeer which has not implemented the directions? What for are they waiting? How much time they want to give to the industry?” asked N. Paramesh and N. Dinesh Singh, two of the villagers.

The PCB had directed the Al- Kabeer to submit action taken report by January 10 stating that its official would visit and submit a report on January 12. In a recent meeting at the PCB office chaired by Member Secretary P. Satyanarayana Reddy the officials informed that all was well at Eradanur tanda and not more than five days after the meeting the situation glaringly pointed out at the prevailing conditions.

The Bharatiya Janata Party, in their Uttar Pradesh election manifesto, promised to close down all “illegal” abattoirs in the state if it comes to power. BJP national president Amit Shah, however, went on to state that all slaughterhouses will be closed down on March 12, a day after counting of votes. His remarks came just before the first phase of the Assembly elections in February. It has been 216 hours since the results came in, 48 hours since the BJP chose Yogi Adityanath as the chief minister, and 24 hours since his swearing-in.

In a press briefing on Sunday, when reminded about Shah’s promise, BJP minister Shrikant Sharma told reporters that a decision on the issue will be taken when the state Cabinet meets. Adityanath asked his ministers to resist from making comments that would hurt anyone’s sentiments, Sharma added. In the event of a ban on slaughterhouses in the state, its impact on the economy and the loss of jobs will be significant.

Data from Uttar Pradesh’s Animal Husbandry department show the state produced 7,515.14 lakh kg of buffalo meat, 1171.65 lakh kg of goat meat, 230.99 lakh kg of sheep meat, and 1410.32 lakh kg of pig meat in 2014-15. The above figures also include those from meat processing plants in the state.

There are 72 government approved abattoirs-cum-meat processing plants/standalone abattoirs in India at present; 38 of them in Uttar Pradesh alone. In 2011, when the Agricultural and Processed Food Products Export Development Authority (APEDA) released its list of government approved slaughterhouses, there were only 30 across the country, but over half of them were based in Uttar Pradesh. In its 2014 notification, the APEDA approved list increased to 53 abattoirs in the country. The following year 11 more were added to the list, taking it to 62 overall. At present, out of the 38 slaughterhouses — 7 in Aligarh, 5 in Ghaziabad — 37 produce and export buffalo meat.

In 2016, India exported 13,14,158.05 metric tonnes of buffalo meat worth Rs 26,681.56 crores to the world. The major destinations for its exports are Muslim-majority countries such as Malaysia, Egypt, Saudi Arabia and Iraq. In Uttar Pradesh, the law permits slaughter of buffaloes/bulls that are over the age of 15 and unfit for breeding. There are reports suggesting that the BJP government in the state is likely to promulgate an ordinance banning slaughterhouses. It is, however, unclear whether the government will be targeting only those in the buffalo meat business or even the others involved in the trade of other meat products.

In the eventuality of the BJP coming good on their poll promise, the decision will wipe away the crores of investment that went into setting up the abattoirs and put the future of thousands employed in the industry at risk. The owner of a slaughterhouse in UP, speaking to the indianexpress.com on condition of anonymity, said: “They (BJP) said they want to stop slaughterhouses but which ones is still not clear. Old government slaughterhouses have already been ordered to shut down about three years back, but some are still working. I can’t comment more on the issue.” Efforts to reach out to the All India Meat Exporters Association have also hit a wall.

In its 2014 report, the Animal Husbandry, Dairying and Fisheries department stated that Uttar Pradesh (19.1 per cent) is the largest producer of meat in the country, followed by Andhra Pradesh (15.2 per cent) and West Bengal (10.9 per cent). From 2008 till 2013, the report notes, UP has consistently remained at the top spot in terms of meat production in the five years. The 18th livestock census undertaken in 2007, shows that UP has the highest number of bovine population than any other state. The 19th livestock census in 2012 also reaffirms this view. Its numbers have gone up significantly in the state from 2,38,12,000 to 3,06,25,000, an increase of 29 per cent. In Andhra Pradesh, the population percentage fell by 20 per cent from 1,32,71,000 to 1,06,22,000.

The ban could lead to a deficit of at least Rs 11,350 crore (2015-16) in terms of revenue from exports. In 2015-16, Uttar Pradesh exported 5,65,958.20 metric tonnes of buffalo meat. There is no other state in the country with the resources or the bovine numbers that could even come close to filling this huge hole.

I myself, a hardcore right wing Hindu eat beef because

1)for me Meat is meat.

2) in ancient times, not only beef but all kind of animals from horses to Deers were used to eaten as prasad of havans.

3) A cow is an Animal and i dont coside animals as my mothers.

Protest follows govt.’s sealing of slaughter houses, shops

Meat traders in western Uttar Pradesh announced a strike on Thursday, hours after the State government sealed over 36 slaughterhouses and hundreds of retail meat shops across the State in its continued crackdown.

Police said 43 persons had been arrested from various districts for alleged cattle smuggling, adding that 27 FIRs had been registered against 60 persons for the same. On the action against illegal slaughterhouses, Additional Superintendent of Police, DGP headquarters, Rahul Srivastav said eight FIRs had been lodged in Meerut, Varanasi and Bareilly, and two illegal slaughterhouses each clos-ed in Varanasi and Bareilly.

The strike move has led to panic buying, with mutton vanishing from shop shelves and the price of chicken rising sharply. Former Mayor of Meerut and meat exporter Shahid Akhlaq told The Hindu that the State administration was acting “under tremendous pressure from the BJP government to shut down all the slaughter houses — even those functioning with proper papers and records.”

The BSP leader said that as a mark of protest on the illegal and illogical way of treating meat traders, the Association of Meat Traders had held a panchayat and decided to go on a complete strike till the administration repealed the “draconian approach of treating legal and illegal meat establishments with the same brush.”

Highlighting that meat would not be available in the market as the State government has virtually declared every slaughter house to be “illegal”, Mr. Akhlaq said, “We will meet the District Magistrate (DM) and the Commissioner and ask them to provide livelihood to thousands of people. Then what kind of rule of law is this which looks more like an emergency?”

He said that the “prejudiced way in which BJP government was shutting down all meat establishments, it would not only affect a bulk of India’s meat export but it will also render several lakh people, who are associated with the meat trade directly or indirectly, unemployed. What kind of vikas (development) is this as this is going to cost the leather industry, which is one of the biggest exporting industries in India, very badly”.

UP is the largest meat exporting State in India, accounting for annual export turnover of ₹11,351 crore. India’s total meat exports stand at ₹ 26,682 crore.

Meanwhile the BJP Mayor of Meerut Harikant Ahluwalia doesn't want meat to be sold in open market even legally. He and other BJP leaders on Thursday approached the DM against selling of meat in the open market, especially in places which also have temples in its vicinity.

This comes a day after three meat shops were vandalised and burnt in Hathras.

New Delhi: With closure of illegal slaughterhouses in Uttar Pradesh becoming a hot topic of discussion in the political arena, All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi on Monday, raised the issue of China not allowing import of Indian buffalo meat.

While speaking in the Lok Sabha, the Hyderabad MP said, “Export of buffalo meat is approximately 26684.22 crores and there has been a negative growth of 8.87 percent. So I would ask the minister concerned as to why China is not allowing Indian meat to be imported and what steps the Centre is taking to sort out the issue.”

"Out of 60 odds export units, nearly out of which 38 are in UP, and many are being closed. Is the government really concerned about it?" Asaduddin asked.

In an attempt to corner the government over banning of illegal slaughter houses in UP, the AIMIM chief sought an answer whether the Centre wants to promote export of buffalo meat or not.

Giving reply to Owaisi's query, Minister of State for Commerce and Industry (Independent Charge) Nirmala Sitharaman said only illegal slaughter houses are being asked to shut down.

Further clearing the doubts of the AIMIM chief, Sitharaman stated that UP Chief Minister Yogi Adityanath has categorically stated that the UP administration is only acting against illegal meat shops.

To the question on China, the BJP leader said, “Not only buffalo meat, but Beijing doesn't allows many other Indian items to be imported into the country.”

“The government is in touch with Chinese authorities on the particular issue so that legitimate export items from India find access in China,” Sitharaman said.
