Most of the new defence/space/nuclear facilities coming up in Kerala or AP and sometimes Karnataka or TN but what about other states. I don't remember anything new for other states.
Do not know about Space Planes, IIT Bombay is working on Nuclear Ramjet/Scramjet engine

Don;t compare India's situation with other nuclear powers. India is in a neighborhood that shares borders with China and Pakistan. Both countries have openly declared that are willing to use nukes for first strike option thereby taking out any capacity that India may have before it fires a single shot. India needs to pay attention more to these scenarios and act accordingly. I agree more nukes is not the answer but till india finds a better solution it better invest in numbers. If the threat ceases to exist, india can always take these weapons grade nuclear material and convert it to civilian use!
Thanks for the suggestion but increasing the production of weapon grade uranium might mean end to Indo-US nuclear deal. Both US and India won't do this because both have their own interest in this but many nations will go against India then you might be forced to scrap the deal to maintain your credibility.
